This document examines the 1999 apartment bombings in Buynaksk, Moscow, and Volgodonsk, highlighting contradictions in official accounts regarding the use of hexogen (RDX). While early reports by FSB Director Patrushev and MVD Minister Rushailo confirmed hexogen, later statements by Generals Zdanovich and Mironov claimed only 'kitchen-prepared' mixtures were used, potentially to obscure the origin of industrial explosives. A central focus is the NII 'Roskonversvzryvtsentr,' an institute near the Lubyanka that whistleblower Nikita Chekulin alleges illegally trafficked tons of hexogen under fake labels with the knowledge of FSB and MVD figures like General Nelezin. The report details how a criminal investigation (No. 9271) into this trafficking was suppressed by Patrushev and the Prosecutor General despite appeals from Education Minister Filippov. Efforts by the Sergei Kovalev commission to investigate the Ryazan 'training exercise' and the NII's activities were repeatedly blocked by Russian courts and the FSB under the guise of protecting state secrets.
