Bio
Rushailo was the head of the MVD at the time of the 1999 bombings. He's the guy who proudly reported that the police had foiled the Ryazan bombing. He was a close ally of Berezovsky. He previously headed the Moscow Regional Administration for Organized Crime (RUOP) - this was a police unit intended to fight organised crime but was in fact in cahoots. Rushailo had a reputation for a ruthless application of violence. John Dunlop's colleague Robert Otto suggests the Moscow (not Ryazan) bombings were arranged by Rushailo and his gang connections from RUOP days. - Ruop had strong Karachay gangster links - Berezovsky was elected Duma deputy for Karachay Cherkessia - Nikita Chekulin (manager of hexogen explosives demo who fled to London then recanted) said that Rushailo's group was under investigation for stealing Hexogen. - Apparently... in 2005 Alexander Litvinenko gave an un-named US academic an account of the 1999 bombings with no mention of FSB involvement but says the idea came from Stanislav Belkovsky, a political dark arts PR guy, who was close to both Berezovsky and Abramovich in 98/99.
