Forensic prosecutor of the SEAD (South-Eastern Administrative District) Prosecutor's Office of Moscow, Vorobeynik N.O., together with the senior assistant prosecutor of the SEAD of Moscow, S.A. Zakharov, in connection with (investigation of a crime — which one; discovery of a crime, a corpse with signs of violent death, etc.) guided by Art. 178, 179, 180 of the CCP of the RSFSR, conducted an inspection of house 19, Guryanova St., Moscow, entrance 2 at the specified address (crime scene, corpse of so-and-so, premises, terrain, etc., place of inspection) in accordance with the requirements of Art. 141, 182 of the CCP of the RSFSR, drew up this protocol.

Inspection Report Summary
- The wood floor was sawn on two sides.
- The granite wall of the entrance facing the street, consisting of pressed glass blocks, has damage in the form of cracks, holes, and missing fragments.
- At the entrance to the hallway, on the left side on the floor, a measuring tape was found with the inscription "5M/16FT MEASURING TAPE" on the case, and a metal badge with the inscription "Mayor's Cup" depicting hockey on a square.
- Opposite the entrance to the hallway is a staircase leading up to the elevator. On the stairs are fragments of plaster and concrete. The elevator door in the lower part on the left side has damage in the form of an oblique crack.
- The staircase leading to the second floor is strewn with glass shards. The garbage chute bin has been removed and is on the floor. The stairwell window is open, the glass is missing.

- When ascending to the landing, on the left side, there is a hall leading to apartments No. 161, 162. The entrance doors to these apartments are open.
- In the center of the landing are the elevator doors (no damage).
- On the right side of the landing is a door to the hall where apartments No. 163, 164 are located. The entrance doors to the apartments are open.
- On the landing between the second and third floors, glass shards are scattered haphazardly. The windows are broken.
Third Floor Landing
- On the 3rd floor landing, on the left side, apartments No. 165, 166 are located. In front of the doors are concrete fragments. The entrance doors to the apartments are open. The elevator door is undamaged.

Entrance No. 1 of building 19 on Guryanova St. in Moscow is located when facing the rear side of the building from the left side. In front of the entrance to the hallway, there is a staircase that has minor damage in the form of cracks and concrete peeling. On the stairs, there are fragments of tree branches and small glass shards.
The door to the entrance is metal, has no visible damage, and is open.
Upon entering the hallway, there is an entrance area. On the left side of the area, on the wall, there are mailboxes numbered 1 to 32. Three boxes have no numbering. The doors of boxes No. 1, 2, 3, 4, 6, 10, 12, 16, 18, 20, 21, 22, 23, 24, 27, 29, 31, 32 are open. The doors of the 3 boxes without numbers are open. The wall of the entrance facing the street consists of pressed glass blocks and has minor damage in the form of cracks. Opposite the entrance, there is a staircase leading up and to the elevator. On the 1st-floor landing near the elevator doors of the 1st floor, there are glass shards. The elevator door has no damage.

Inspection Report
Before the start of the inspection, all persons present were notified of the use of video recording. In addition, the witnesses, in accordance with Art. 135 of the Criminal Procedure Code of the Russian Federation, were explained their duty to certify the fact, content, and results of the inspection of the scene.

- A 12-story brick house located on Guryanova St. in Moscow is being inspected.
- The inspection is carried out clockwise from the entrance.
- No external damage was found on the outer side of wall No. 1 of the house.
- The glass of balconies and windows is not damaged.
- On the adjacent territory there are numerous glass fragments.
- The bulk of the fragments is concentrated on the left side of the entrance.
- In the same place, the asphalt is covered with red-brown dust.
- Opposite the entrance, cars are parked:

- ZAZ license plate M 208 AA 77
- Moskvich 412 station wagon license plate P 9711 NN.
- The surface of these cars is covered with a layer of red-brown dust.
- Wall No. 2 has no external damage.

Apartment Specific Damage
1st Floor
- There are six apartments on the 1st floor.
- Apartment No. 4 has internal damage to the frame of the entrance door on the lock side, specifically a section of gloss at a height of 85 cm from the floor measuring 15 cm is missing; according to the owner of the apartment, this section was torn out by the locking mechanism of the lock device at 00:00 on September 9, 1999, at the moment of the explosion of house No. 19 located on Guryanova St., Moscow.
2nd Floor
- All windows in the apartment are missing.
- On the 2nd floor in apt. 10 all windows are missing; according to the owner, they were knocked out at the moment of the aforementioned explosion, the apartment has no internal damage.
3rd Floor
- Apartment No. 14 located on the 3rd floor...

At 9:05, a message was received about the explosion of a residential building from the duty officer of the Internal Affairs Directorate of the South-Eastern Administrative District of Moscow to: Moscow, Guryanova St., 19, bldg. 1.
With the participation of: Specialist of the Forensic Science Center of the Internal Affairs Directorate of the South-Eastern Administrative District of Moscow, Ulanov S.A.

On the basis of Articles 178 and 179 of the Criminal Procedure Code of the RSFSR, an inspection of the scene was conducted: bldg. 19, bldg. 1, Guryanova St., located 15 meters parallel to the roadway of Guryanova St., with its facade facing the epicenter of the explosion.
