on the severance of a criminal case

ESTABLISHED:
- This criminal case was initiated regarding the facts of the explosions on September 8, 13, and 16, 1999, of three residential buildings in the cities of Moscow and Volgodonsk, i.e., based on the elements of crimes provided for by Articles 105, 205, and 222 of the Criminal Code of the Russian Federation, and the investigation of these acts of terrorism was assigned to the Investigative Department of the FSB of Russia.
- During the preliminary investigation, sufficient evidence was obtained that these crimes were committed on the instructions of the leaders of illegal armed formations (IAF) located on the territory of the Chechen Republic, Arab mercenaries Khattab and Abu Umar, by members of the IAF subordinate to them: Gochiyayev A.Sh., Krymshamkhalov Yu.I., Batchayev T.A., Dekushev A.O., Abayev Kh.M., Saitakov D.F., Askhabov Sh.D., Batchayev Z.A., and Tsokiyev M.D., who then fled from the investigation and the court to territory controlled by militants.
- On July 14, 2002, one of the active members of the named criminal group, Dekkushev A.O., was detained and extradited from Georgia to Russia; on the same day, he was charged and a preventive measure in the form of detention was applied. Questioned on the merits of the crimes incriminated to him, Dekkushev pleaded guilty to committing them together with the persons named above and gave detailed testimony about the circumstances of the execution of the order received from Khattab and Abu Umar regarding the explosions of residential buildings in the cities of Moscow and Volgodonsk.
- Simultaneously, to date, along with the continuation of the search and investigation of the criminal activities of Gochiyayev, Krymshamkhalov, the Batchayevs, Abayev, Saitakov, Askhabov, and Tsokiyev, with the participation of Dekkushev, almost all investigative actions on the merits of the charges brought against him have been completed.

EXTENSION ORDER
The term of the preliminary investigation in criminal case No. 103 is extended to 10 months, i.e., until July 9, 2000, and the period of detention of the accused Magayaev R.Sh. is extended to 5 months 21 days, i.e., until May 9, 2000.

Detention of Ruslan Magayev
- On November 17, 1999, in the city of Kislovodsk, citizen Ruslan Shamelyevich Magayev was detained.

- Incident: He transported and temporarily stored, on the territory of Stavropol Krai, together with Krymshamkhalov, Batchayev, and Dekkushev, a batch of explosives used in the apartment bombings in Moscow, using a KAMAZ-53212 truck with license plate A 831 AM 09.
Charges and Preventive Measures
- On November 19, 1999, based on collected evidence (including testimony from witnesses M. Krymshamkhalov, Kardanov, Aliev, Zekeyev, Klychev, Pogosov, Tishin, and inspection of the vehicle), he was charged under:
- Part 5 of Art. 33 of the Criminal Code of the Russian Federation
- Part 3 of Art. 205 of the Criminal Code of the Russian Federation
- Part 3 of Art. 222 of the Criminal Code of the Russian Federation
- On the same day, with the sanction of the Deputy Prosecutor General of the Russian Federation, a preventive measure of detention was applied to him, with confinement in the FSB of Russia's Investigative Isolator [SIZO].
- The term of detention was extended on January 13, 2000, until March 9 of that year.
Further Findings and Indictments
- Expert examinations of objects seized from Magayev's truck discovered traces of high explosives, which objectively confirms his transportation of the aforementioned batch of explosives.
- Investigative actions during the extended period secured evidence sufficient to bring charges under Part 3 of Art. 205 and Part 3 of Art. 222 of the Criminal Code of the Russian Federation against Krymshamkhalov, Dekkushev, and Batchayev.
- On November 19 of the previous year, resolutions were issued to indict them as defendants in criminal case No. 103, and a preventive measure of detention was chosen for them.
- They have all been placed on the wanted list, the organization of which was entrusted to the 2nd Department of the FSB of Russia.
Current Status and Operations
- Data has been obtained regarding the possible location of the sought defendants in the Chechen Republic, in territory controlled by illegal armed formations.
- Alerts for their detention have been sent to:

- During the investigation period, significant work was performed in the combat zone in Chechnya during the Federal troops' counter-terrorist operation:
- Several militant bases were inspected, resulting in the seizure of samples of explosives and their mixed components (specialists from military unit 34435 are researching their similarity to the explosives used in the apartment bombings).
- In the area of the city of Urus-Martan, the location of a base belonging to one of the leaders of the Chechen...

Current Status:
- Despite the volume of work performed, it has not yet been possible to detain the persons sought for the commission of the crime under investigation.
Planned Investigative Actions
A significant volume of investigative actions is planned for the case, including:
- Continuation, in cooperation with the inquiry bodies, of the search for the accused Gochiyayev, Saitakov, Batchaev, Dekkushev, and Krymshamkhalov for the purpose of their detention and detailing all the circumstances of the crime committed:
- Its organizers.
- Places of manufacture, packaging, and storage of the explosives used prior to their delivery to the territory of the Caucasian Mineral Waters.
- Identification of the member of the organized criminal group (OCG) named Khakim, who accompanied the explosives to the city of Moscow.
- The circumstances and methods of departure of the members of the said OCG from the city of Moscow after the explosions, etc.
- Identification and interrogation of over seventy witnesses possessing information necessary for the investigation of the criminal case.
- Conducting 52 inspections of materials seized during the investigation and their procedural determination.
- Further conduct of investigative actions planned in the North Caucasus region to verify the completeness, reliability, and objectivity of the testimony given by the accused Magayaev and the presentation to him of the evidence obtained in the case.
- Completion of 15 forensic examinations and adjustment of the work plan for the case based on their results.
Conclusion
Considering the particular complexity of this criminal case and the need to conduct the investigative actions and search measures mentioned above, which cannot be completed within the remaining period of the investigation, as well as the fact that the measure of restraint chosen in relation to the accused Magayaev cannot be changed due to the gravity of the crime he committed and, being at large, he may hide from the investigation and the court, or obstruct the establishment of the truth in the case, guided by the requirements of Articles 97 and 133 of the Criminal Procedure Code of the RSFSR.

Established:
- On September 09, 1999, regarding the explosion of residential building No. 19, Guryanova Street, Moscow, which resulted in the death of 93 people and injury to 145 people, criminal case No. 103 was initiated.
- On September 13, 1999, regarding the explosion of building No. 2 of residential building No. 16, Kashirskoye Highway, Moscow, which resulted in the death of 130 people and injury to 5 people, criminal case No. 104 was initiated.
- The Deputy Prosecutor of the city of Moscow qualified the above-mentioned events under Art. 205 part 3, 105 part 2 items "a, d, e, zh" of the Criminal Code of the RF; the investigation was assigned to an investigator of the Investigative Department (SU) of the FSB of Russia.
- On September 13, 1999, Senior Investigator of the Investigative Department at the Internal Affairs Directorate of the "Brateyevo" district of the Southern Administrative District of Moscow, A.I. Susanov, regarding the discovery on the first floor of building No. 2 of house No. 16 on Borisovskiye Prudy St., Moscow, of an explosive substance with a total mass of over 1000 kg, 13 electric detonators, 6 fuses with a clock mechanism, and 25 meters of detonating cord, reasonably initiated a criminal case, which had the initial No. 75908 (new No. 105), based on the elements of a crime provided for by part 1 of Art. 222 of the Criminal Code of the RF.
- On September 15, 1999, with the consent of the Nagatinsky Inter-district Prosecutor of Moscow, the senior investigator reclassified the crime under part 2 of Art. 205 of the Criminal Code of the RF, citing the fact that the explosives were brought into the premises by persons wanted for committing the two acts of terrorism described above. Case No. 75908 was transferred by the prosecutor for investigation to the SU FSB. The resolution in the part of reclassification under part 2 of Art. 205 of the Criminal Code of the RF is unfounded and illegal and is subject to cancellation because the law requires the application of an independent corpus delicti for the preparation for the explosion of a residential building.
- On September 22, 1999, Deputy Head of the 3rd Department of the SU FSB M.I. Chaika consolidated criminal cases Nos. 103-105 into one proceeding.
- On September 27, 1999, resolutions were issued regarding A.Sh. Gochiyayev and D.F. Saitakov to charge them as defendants under Art. 205 part 3, 222 part 3 of the Criminal Code of the RF. By order of the prosecutor supervising the investigation, the absconding defendants Gochiyayev and Saitakov were declared wanted by the investigator by a resolution dated October 29, 1999.
- On November 19, 1999, resolutions were issued to charge A.O. Dekkushev, T.A. Batchayev, and Yu.I. Krymshamkhalov as defendants under Art. 205 part 3, 222 part 3 of the Criminal Code of the RF and to declare them wanted. Driver R.Sh. Magayev was charged with complicity and arrested.
Defendants Gochiyayev, Saitakov, Dekkushev, Batchayev, Krymshamkhalov, and Magayev are accused of the fact that in August 1999, acting as an organized group, for the purpose of committing acts of terrorism in Moscow, they illegally delivered explosives with means of explosion with a total mass of about 9 tons by car from the territory of the North Caucasus. Part of the explosives was placed in house No. 19 on Guryanova St. and building No. 3 of house No. 6 on Kashirskoye Highway, which the defendants blew up on September 8 and 13, 1999.
In warehouse building No. 70 on Krasnodarskaya St., an explosive substance was placed - a mixture of TNT, aluminum powder, and ammonium nitrate in 76 bags with a total mass of 3800 kg. In building No. 2 of house No. 16 on Borisovskiye Prudy St., an explosive mixture in 38

HAS ESTABLISHED:
- This criminal case was initiated based on the facts of the explosions on September 8 and 13, 1999, in the city of Moscow of two residential buildings, No. 19 on Guryanova St. and No. 6 bldg. 3 on Kashirskoye Highway, as a result of which 228 people died, and moral and physical harm was caused to 502 victims.
- In the course of the investigation, sufficient evidence has been collected that these acts of terrorism were committed by an organized criminal.

- ...command of Khattab, where the wanted defendants Dekkushev and Abaev were also located.
- Along with this, the investigation obtained and documented data that in early March 2000, near the settlement of Makhkety in the Vedeno district of the ChR (Chechen Republic), the defendant Saitakov died during an artillery shelling by Federal forces of a column of militants under the leadership of the aforementioned Khattab.
- With the measures taken, it was not possible to detain any of the wanted defendants within the eighteen-month period of the preliminary investigation, in connection with which, on March 5, 2001, it was extended by the Deputy Prosecutor General of the Russian Federation to 22 months, that is, until July 9, 2001.
- During the extended period of the investigation into the case, work continued to establish the locations of the members of Gochiyaev's criminal group and their detention, verify the fact of Saitakov's death, collect additional evidence of their participation in armed formations not provided for by federal law, and the continuation of their illegal activities.
- Thus, in March-April of this year, on the territory of the Chechen Republic, together with the Operational-Search Directorate of the 2nd Department of the FSB of Russia and with the participation of eyewitnesses to the death of the defendant Saitakov, witnesses Atuov R.K.-A. and Nazarov A.V., a special operation was conducted to verify testimony about the burial of the deceased near the settlements of Makhkety, Khatuni, and Selmentauzen in the Vedeno district of the ChR.
- However, it was not possible to inspect the site of the defendant's death and exhume his remains due to the fact that Atuov and Nazarov were unable to orient themselves on the terrain and indicate not only the site of Saitakov's death but also the route of movement of the militant column, during the artillery shelling of which he died in March 2000.
- In connection with this, the plan for further work on the case was adjusted to identify new witnesses capable of indicating Saitakov's burial site.
- Data has been obtained and procedurally secured in the case regarding Gochiyaev's presence from October 2000 to the present on the territory of the Karachay-Cherkess Republic for the purpose of creating an illegal arm-

In total, during the elapsed period of the investigation into the case, the following were conducted:
- 1,249 interrogations of witnesses and victims
- 68 identifications
- 44 seizures
- 238 inspections
- 81 searches
- 487 expert examinations of various forensic profiles (including forensic medical ones)
However, despite the significant volume of work performed on the case, it has not yet been possible to detain the wanted defendants.
In this regard, as well as to ensure the requirements established by Law for the completeness, comprehensiveness, and objectivity of the investigation of all circumstances of the case, the following is planned for the case in the future:
- Continuation, in cooperation with the inquiry bodies of the FSB and the MVD of Russia, of the search for the accused Gochiyayev, Krymshamkhalov, Batchaev, and others, as well as their accomplices during the period of 1999-2001.
- Conducting a complex of operational-search measures and investigative actions to suppress the criminal intentions of Gochiyayev to create an armed formation, not provided for by Federal Law, from among the Wahhabis of the KChR and its transfer to Georgia through the Klukhor Pass, as well as the organization and implementation by him of further acts of terrorism.
- Interrogations of witnesses who may possess information about the locations of the wanted persons, their accomplices, and participation in IAF [Illegal Armed Formations].
- Completion of more than 20 extensive inspections of items and documents seized during the investigation, as well as the adoption of procedural decisions on their determination.
- Verification, according to an additionally developed plan, of Gochiyayev's involvement in the acts of terrorism that took place in March of this year on the territory of the Stavropol Krai and the Karachay-Cherkess Republic.
In addition, in the event of the detention of any of the wanted defendants, to immediately proceed with investigative actions with their participation, presenting all the evidence collected to date.
Given the particular gravity of the crime under investigation and the need to carry out the listed investigative actions and operational-search measures, which it is not possible to complete within the preliminary investigation period established until July 9, 2001.
RESOLUTION
on bringing [a person] as an accused

HAS ESTABLISHED:
- In the course of the investigation of this criminal case, sufficient evidence has been obtained to bring charges against a subject of the Kingdom of Saudi Arabia, Abu Al-Walid Al-Ghamidi, that in the first half of 1999 he arrived on the territory of Russia for the purpose of participating on the side of illegal armed formations (IAF) created in the Chechen Republic in combat operations against the federal troops of the Russian Federation.
- Acting in violation of the Federal Law "On Defense" No. 61-FZ dated May 31, 1996, Abu Al-Walid Al-Ghamidi, on his own initiative, established links with individual leaders of Chechen separatist detachments and foreign mercenaries - Khattab, Basayev, Barayev, and Abu Umar, together with whom he created and led illegal armed formations having weaponry, military equipment, and a military organization.
- From the specified time, Abu Al-Walid Al-Ghamidi, being on the territory of the Chechen Republic as part of the IAF, actively participated in the leadership of the activities of illegal armed formations, trained bombers from among the IAF participants, developed plans for terrorist acts, and supplied groups of terrorists with explosives, weapons, and money.
- By the specified actions, Abu Al-Walid Al-Ghamidi committed the creation and leadership of an armed formation not provided for by federal law, that is, a crime provided for by Part 1 of Art. 208 of the Criminal Code of the Russian Federation.
- Simultaneously, in January 2000, Abu Al-Walid Al-Ghamidi, continuing the leadership of illegal armed formations on the territory of the Chechen Republic, together with Khattab, Abu Umar, and some other leaders of bandit formations, planned the commission of further acts of terrorism in the city of Moscow and a number of other cities in the North Caucasus region of Russia. For this purpose, he directly supervised the preparation of a group of militants under the leadership of the accused Gochiyaev, and was engaged in supplying them with explosives, improvised explosive [devices].

Decisions Regarding Criminal Investigation
On the basis of procedurally established data regarding the role and degree of participation of the specified persons in the preparation and implementation of the investigated explosions, decisions were issued to bring charges against them under Part 3 of Art. 205 and Part 3 of Art. 222 of the Criminal Code of the Russian Federation and to apply a preventive measure in the form of detention. All of them have been placed on Federal and international wanted lists.
Investigation Findings
In the course of the criminal investigation, it was established that:
- All the accused, after committing the crime, fled from the investigation and the court to the territory of the Chechen Republic.
- There, as part of illegal armed formations (IAF), they took an active part in combat operations against the federal grouping of Russian troops.
- A second criminal group of Gochiyaev was neutralized, with which he left the territory of Chechnya in February-March 2000 and conducted active preparations for the implementation of further acts of terrorism in the North Caucasus region and the city of Moscow.
- Facts of his involvement in the creation of an illegal armed formation on the territory of the Karachay-Cherkess Republic in the period 2000-2001, in illegal arms trafficking and an attempt on the life of law enforcement officers of the Ministry of Internal Affairs of the KChR in June 2001, as well as in inciting national and religious hatred in 1998, were uncovered.
Extension of Case Term
Due to the fact that it was not possible to detain any of the wanted accused within the period specified above, on November 2, 2001, the term for the case was extended by the First Deputy Prosecutor General of the Russian Federation to 30 months, that is, until March 9, 2002.
Continued Investigation Efforts
During the extended period of the investigation, work continued to:
- Establish the location of the members of Gochiyaev's criminal group and their detention.
- Collect and document additional evidence on the acts incriminated to them.
- Identify the organizers of the investigated acts of terrorism and persons who provided assistance in the implementation of the criminal activities of the named accused in the period 2000-2001.
New Accusation
On January 8, 2002, a decision was issued to bring as an accused for committing crimes provided for by Part 1 of Art. 208 and Part 1 of Art. 30, Part 3 of Art. 33, Part 3 of Art. 205 of the Criminal Code of the Russian Federation, Abu al-Walid al-Ghamidi, a subject of the Kingdom of Saudi Arabia.
This individual:
- In January 2000, leading an IAF on the territory of the Chechen Republic and planning together with Khattab, Abu Umar and some other leaders of bandit formations the commission of further acts of terrorism in the city of Moscow and a number of other cities of the North Caucasus region.
- Directly supervised the preparation of the aforementioned second group of the accused Gochiyaev.
- Was engaged in supplying it with explosives, improvised explosive devices, weapons and funds.
With the sanction of the Prosecutor General's Office of the Russian Federation, a preventive measure in the form of detention was chosen for him, and he was declared wanted.
Further Evidence
In addition, the evidence obtained during the extended period clearly points to the fact that the direct organizers of the investigated acts of terrorism are foreign mercenaries of Arab origin Khattab and Abu Umar (according to ORU-2 of the FSB Department of Russia, [the latter] was killed in July 2001 during a counter-terrorist operation in Chechnya). Their connection with

- Conducting phonographic examinations based on materials from radio intercepts of conversations between the accused Krymshamkhalov and Khattab to obtain additional evidence of the latter's involvement in the investigated acts of terrorism;
- Identification and interrogation of at least 40 witnesses from among the associates of A.Sh. Gochiyayev at Muslim Society No. 3 in the city of Karachayevsk, who may possess information about his whereabouts and the circumstances of his incitement of national and religious hatred in 1998-1999, as well as members of illegal armed groups (IAF) of Uzbek nationality who are aware of the circumstances of the manufacture of explosives in Khattab's camps used by criminals in the city of Moscow during the apartment bombings;
- Investigation of the circumstances of the criminal activities of the accused Abu al-Walid al-Ghamidi on the territory of the Chechen Republic.
Taking into account the particular gravity of the crime under investigation and the significant importance for the case of the need to carry out the listed investigative actions and operational-search measures, which cannot be completed within the preliminary investigation period established until March 9, 2002, and guided by the requirements of Article 133 of the RSFSR Code of Criminal Procedure, -
HAS DECIDED:
- To file a petition before the Deputy Prosecutor General of the Russian Federation to extend the period of the preliminary investigation in criminal case No. 103 to thirty-four months, that is, until July 9, 2002.
- To send a copy of this resolution to the Prosecutor General's Office of the Russian Federation.

- Planned acts of terrorism were carried out, placing charges prepared for explosion in non-residential premises rented for this purpose in buildings No. 19 on Guryanova St. and No. 6, bldg. 3 on Kashirskoye Highway.
- Using the specified explosive devices on September 8 and 13, 1999, Khattab, with the direct assistance of a group of terrorists under the leadership of Gochiyayev, carried out the explosions of these two residential apartment buildings along with the citizens living in them, as a result of which 228 people died.

Investigation Updates
Information Gathering
- During the extended investigation period, information regarding the possible involvement of Sh.D. Askhabov, a native of the village of Starye Atagi, Grozny district of the Chechen Republic, in assisting Dekkushev in 1999 with the acquisition of ammonium nitrate in the Volgograd region was thoroughly verified.
- Separate instructions were sent to the Directorate of the FSB of Russia for the Chechen Republic to locate Askhabov and to the Volgograd region to check enterprises that manufactured and sold ammonium nitrate during the specified period.
Case Merging and Analysis
- On August 8, 2002, Deputy Prosecutor General of the Russian Federation, State Counselor of Justice 1st Class V.V. Kolmogorov, merged the present criminal case and criminal case No. 173 concerning the explosion of a residential building in Volgodonsk in September 1999.
- In this merged case, Dekkushev, T. Batchaev, and Krymshamkhalov are charged with crimes under Part 2 of Art. 105 and Part 3 of Art. 205 of the Criminal Code of the Russian Federation.
- The analysis of the materials of criminal case No. 173 (totaling 30 volumes) has been completed.
- Based on these results, an additional 482 victims were identified, who must subsequently be recognized as victims and civil plaintiffs.

Additional Investigative Work
- During the extended investigation period, work continued to confirm the death of the accused Khattab and the involvement of the accused Abu Walid in the hostage-taking of Russian Army Lieutenant Colonel S.K. Boreev.

- The owner of the exploded vehicle is Iskenderov Abbaskuli Iskander-ogly, an Azerbaijani, native of the Azerbaijan SSR, born in 1944, registered in the city of Volgodonsk, 68 Koshevogo St., apt. 1, residing with his wife at 35 Oktyabrskoye Shosse, apt. 39.
- Iskenderov had consistently parked this vehicle at the entrance of building No. 35 for more than three years.
Events Leading to the Explosion
- During interrogations, Iskenderov testified that on September 13 of this year, at a truck parking lot under an overpass in the city of Volgodonsk, he met three persons of Caucasian nationality who arrived in the city in a KAMAZ truck loaded with potatoes for sale.
- In addition to the truck, these persons used a dark green Moskvich-Svyatogor car for transportation.
- The Caucasians bought his GAZ-53 vehicle, explaining that they needed it to distribute the more than 10 tons of potatoes they had brought to the city's markets.
- On the same day, the Caucasians handed him 300 US dollars and 2200 rubles of the agreed amount, and he handed the vehicle over to them.
- They agreed to finalize the sale and purchase transaction on September 16.
- On the same day, they placed the GAZ-53 vehicle on the territory of motorcade No. 2070, where explosives were loaded into the van body and an explosive device was installed, disguised with loose potatoes.

Z.M. Dekkusheva explained that:
* The car was purchased and used by her husband, but registered in her name because he needed registration in the Stavropol Krai.
* She last saw Adam (Beshtau) on September 11.
* He demanded her consent to move with the children to Chechnya.
* Before leaving, he said he would wait for them on September 17 at the station in the city of Nalchik.
* Since she refused to go to Chechnya, she did not see her husband again.
On 19.09.99, the wanted "KAMAZ" was discovered in the city of Karachaevsk, KChR (Karachay-Cherkess Republic), at 75 Lenin Avenue, in the yard of A.O. Dekkushev's house. A.O. Dekkushev was absent from the address. According to witness statements, it was established that the vehicle had been at the address since 16.09.99.
On 20.09.99, the "KAMAZ" was seized and impounded, subjected to a thorough inspection for the purpose of detecting traces of explosives transported in the truck bed. Samples of the seized microparticles were sent for forensic examination to Moscow. Currently, the specified KAMAZ is being stored at the Directorate of the FSB of Russia for the Karachay-Cherkess Republic.

Investigation Scope and Activities
In accordance with the investigation plan for the case:

Explosion Incident in Volgodonsk
The lists requested from the administration of Volgodonsk indicate about 5,000 people affected by the explosion. As a result of preliminary analysis, it was established that more than 2,000 of them need to be recognized as victims and interrogated.
Argun Explosion (July 2, 2000)
- On July 2, 2000, in the city of Argun, near the OVD (Department of Internal Affairs) building, a powerful explosive device located in the back of a truck was detonated.
- The prosecutor's office of the Chechen Republic is investigating criminal case No. 48374 regarding this event.
- The driver of the vehicle died.

Findings from Examinations
According to the conclusions of the explosive, forensic, biological, chemical, and other examinations conducted in the case, it has been established that:
- The power of the explosive device used in the commission of the crime in TNT equivalent is 800-1850 kg.
- A mixture of TNT, hexogen, aluminum, and, possibly, ammonium nitrate was used to carry out the explosion.
- The improvised explosive device was installed in a GAZ-53 vehicle or in the immediate vicinity of it.
- In the swabs taken during the inspection of the KAMAZ vehicle, there are traces of TNT and hexogen.
- On the items seized from the "KAMAZ" vehicle, there are biological traces and hair suitable for identification.
- On the banknotes received by A.I. Iskenderov from the accused for the vehicle he sold, there are four fingerprints suitable for identification.
The term of the preliminary investigation in this criminal case has been extended by the Deputy Prosecutor General of the Russian Federation to twenty-seven months.
Activities During the Extension Period
During the specified period:
- The search for the accused continued by operational-investigative groups of the UFSB of the RF for the Rostov Region and the FSB of Russia, including on the territory of the Chechen Republic and neighboring republics of the North Caucasus region.

First Deputy Prosecutor General of the Russian Federation, State Counselor of Justice 1st Class Yu.S. Biryukov, having reviewed the materials of criminal case No. 18/230300-02,
HAS DETERMINED:
This criminal case was initiated based on the facts of acts of terrorism - explosions in residential buildings in the cities of Moscow and Volgodonsk, Rostov Region, in September 1999. Given the complexity of the criminal case and its large volume, the conduct of the preliminary investigation must be assigned to an investigative group.
Based on the foregoing and guided by Article 163 of the Criminal Procedure Code of the Russian Federation,
