Case Summary

A vehicle, license plate 889480, with a gray-white cabin, on temporary registration until December 20, 1999, in the Ust-Dzhegutinsky district of the Republic of Karachay-Cherkessia, was discovered and seized in the city of Karachaevsk at the address 75 Lenin Avenue, in the courtyard of the house of A.O. Dekkushev.

In accordance with the investigation plan for the case, interrogations of more than 100 witnesses were carried out, about 500 people were recognized as victims and interrogated, about 50 searches and seizures were performed, more than 900 expert examinations were ordered and conducted, and necessary requests and instructions were sent. A complex of operational-search measures is being carried out.

The period of the preliminary investigation was extended in the established manner by the prosecutor of the Rostov region to six months. However, it was not possible to carry out all planned investigative actions due to their large volume and the lack of data on the whereabouts of the accused.

Further Investigation Requirements

In the process of further investigation, it is necessary to perform the following:

• Locate the accused, who, according to available data, have gone into hiding on the territory of the Chechen Republic. Conduct the necessary complex of investigative actions with their participation (interrogations, identifications, familiarization with decisions on the appointment of expert examinations, expert conclusions, and others);
• Recognize as victims and interrogate more than 1500 people.
