Senior Investigator for Especially Important Cases of the Investigative Department of the FSB of Russia, Captain of Justice V.A. Ignatyev, having reviewed the materials of criminal case No. 103,

ESTABLISHED:

• This criminal case was initiated regarding the facts of the explosions on September 8 and 13, 1999, in the city of Moscow of two residential apartment buildings: No. 19 on Guryanova Street and No. 6 building 3 on Kashirskoye Highway.
• As a result of a complex of planned investigative actions and operational-search measures carried out in cooperation with operational units of the FSB and the Ministry of Internal Affairs of Russia, sufficient evidence was obtained regarding the organization of the investigated acts of terrorism by the leaders of Chechen illegal armed formations (IAF), Arab mercenaries Khattab and Abu Umar, as well as regarding the execution of the explosions by the accused Dekkushev A.O., Takhiaev A.Sh., Krymshamkhalov Yu.I., Batchaev T.A., Abaev Kh.M., and Saitakov D.F., who are on federal and international wanted lists, and who, after committing the crime, fled from the investigation and the court to the territory of the Chechen Republic, where as part of the IAF they took part in combat operations against the federal grouping of Russian troops, and in the period from February-March 2000 to the present time, continuing to hide from...
