The investigation involved explosive devices of the "ammonal" type, weighing about 1000 kg, as well as electric detonators, intermediate detonators, and fuses with a clock mechanism.
On September 22, 1999, the aforementioned criminal cases were joined into a single proceeding under No. 103.
On September 16, 1999, criminal case No. 173 was initiated regarding the explosion in the courtyard of residential building No. 35 on Oktyabrskoye Shosse in the city of Volgodonsk, Rostov Region.
On August 8, 2002, this criminal case was joined into a single proceeding with the aforementioned criminal case No. 103.
Investigation Findings
During the investigation of the criminal case, it was established that the terrorist acts—explosions in residential buildings in the cities of Moscow and Volgodonsk in September 1999—were committed by an organized criminal group.

Legal Proceedings
On November 19, 1999, rulings were issued in the case to charge Dekkushev A.O. and Krymshamkhalov Yu.I. as defendants in terrorism and the illegal acquisition, storage, and transportation of explosives and explosive devices under Part 3 of Article 205 and Part 3 of Article 222 of the Criminal Code of the Russian Federation.
The rulings also ordered:
Selection of a preventive measure against them in the form of detention.
Declaration of them as wanted.
On July 14, 2002:
Dekkushev A.O. was detained by law enforcement agencies of the Republic of Georgia on the territory of that state and handed over to the Russian Federation.
On the same day, Dekkushev A.O. was charged, and detention was chosen as a preventive measure against him.
On December 7, 2002:
Krymshamkhalov Yu.I. was detained by law enforcement agencies of the Republic of Georgia on the territory of that state and handed over to the Russian Federation.
He was charged on the same day, and detention was chosen as a preventive measure against him.
Accusations
Dekkushev A.O. and Krymshamkhalov Yu.I. are accused of:
Illegally acquiring, storing, and transporting explosives and explosive devices by motor vehicle from the territory of the North Caucasus to Moscow in August-September 1999, as part of an organized criminal group.
Carrying out terrorist acts on September 8 and 13, 1999, using these explosives and explosive devices:
Explosions in residential building No. 19 on Guryanova St.
Explosion in building No. 6, building 3 on Kashirskoye Shosse.
These acts resulted in 223 deaths and over 150 injuries of varying degrees of severity, causing significant material damage to the state and citizens.
Direct participation in the terrorist act on September 16, 1999, in Volgodonsk—an explosion in the courtyard of building No. 35 on Oktyabrskoye Shosse—which resulted in 19 deaths and over 1000 injuries of varying degrees of severity, causing significant material damage to the state and citizens.
Participation in illegal armed formations on the territory of the Chechen Republic and commission of a number of other crimes.
Status of Investigation
The investigative actions for which the previous petition to extend the period of the preliminary investigation was filed have been mostly completed.
The period of the preliminary investigation for the criminal case expires on February 9, 2003.
To investigate the case in full, the following actions are necessary:
Complete the outpatient psychiatric forensic examination ordered on January 20, 2003, regarding the defendant Krymshamkhalov Yu.I.
Conduct interrogations of the defendants Dekkushev A.O. and Krymshamkhalov Yu.I. to clarify their testimony given during the investigation.
(If necessary) Conduct a confrontation between them.
Complete the familiarization of the defendants Dekkushev A.O. and Krymshamkhalov Yu.I. with the conclusions of the forensic examinations conducted in the criminal case (Dekkushev — about 50 examinations, Krymshamkhalov — about 1200 examinations).
