This 2002 indictment details the case against Anatoly Viktorovich Mylnikov, a career criminal accused of making terrorist threats and involving a minor in criminal activity. In August 1999, Mylnikov allegedly authored an 'Appeal' from a fictitious group called 'Volunteers of Russia' demanding the release of his associate, Natalya Viktorovna Zander, who was being held for extortion. He coerced A.E. Tumasyan, a minor, to type the threat and mail it to the Prosecutor General and the editorial office of Novaya Gazeta. The letters threatened that buildings would be blown up every seven days if Zander was not released by September 1, 1999. Although these threats coincided with the start of the 1999 apartment bombings, the document includes a letter from the FSB stating that Mylnikov, Zander, and Tumasyan were not involved in the primary investigation into the September 1999 acts of terrorism (Case No. 103). The indictment also notes Mylnikov attempted to claim the Manezhnaya Square bombing of August 31, 1999, was linked to Zander's detention to pressure authorities.
