изготовленного им от имени т.н. организации «Добровольцы России» рукописного «Обращения», содержащего угрозу совершения взрывов коммуникаций и зданий, создающих опасность гибели людей и причинения значительного имущественного ущерба, предназначенные для отправки в адрес Генеральной прокуратуры РФ и редакции «Новой газеты» и для доведения указанной информации органам власти, полномочным принять в отношении Зандер решение об освобождении, в целях их устрашения и оказания воздействия на органы власти, которые поступили 21 августа 1999 года в Генеральную Прокуратуру РФ и 7 сентября 1999 года в адрес редакции «Новой газеты», -
то есть совершил преступление, предусмотренное ч.3 ст.30 и ч.4 ст.150 УК РФ.

В соответствии с требованиями ст. 207 УПК РСФСР настоящее уголовное дело подлежит направлению прокурору города Москвы.
Обвинительное заключение составлено в городе Москве "19" июня 2002 года.
