On September 16, 1999, at approximately 6:00 AM, Adam Dekkushev, Yusuf Krymshamkhalov, and T.A. Batchaev detonated a high-power improvised explosive device with a delayed-action electric fuse and an electronic timer, located in the van of a GAZ-53 vehicle they had purchased, parked at entrance No. 4 of building No. 35 on Oktyabrskoye Shosse in Volgodonsk. As a result, 19 people died, 1,045 people sustained injuries of varying degrees of severity or suffered to some extent, receiving moral trauma. Furthermore, significant material damage was caused to the state and citizens in connection with the destruction and damage of residential buildings adjacent to the epicenter of the explosion, amounting to at least 337,604,000 (three hundred thirty-seven million six hundred four thousand) rubles.
By the aforementioned actions, Adam Dekkushev, as part of an organized group, repeatedly committed terrorism — explosions creating a danger of loss of life, causing significant property damage, and the occurrence of other socially dangerous consequences, for the purpose of violating public safety, intimidating the population, and influencing decision-making by government authorities, which is a crime provided for by Part 3 of Article 205 of the Criminal Code of the Russian Federation.
In addition, in October 1999, to participate in combat operations against units of the Armed Forces and law enforcement agencies of the Russian Federation on the territory of the Chechen Republic, Adam Dekkushev, at the base of the illegal armed formation (IAF) Islamic Institute 'Caucasus' near the village of Serzhen-Yurt, illegally received from a person unidentified by the investigation a firearm - an AK-74 Kalashnikov assault rifle of 5.45 mm caliber and over 180 rounds of ammunition for it, and then in the period from October 1999 to February 2001, illegally stored and carried them with him. Being a member of an illegal armed formation created and operating on the territory of the Chechen Republic, using a 'Ural' truck provided to him, he illegally transported ammunition, explosives, and various weapons on the instructions of the IAF leaders to militant positions near the village of Chervlyonnaya, the villages of Serzhen-Yurt and Shatoy, and in the Nadterechny district.

I heard from other people that Elsi was constantly with Khattab, always accompanying him. When I was in Georgia, I heard that Khattab was killed, then Elsi was killed, and a videotape of Khattab's funeral was found on him. I do not know exactly where they were killed, most likely in Chechnya.
Question and Answer
Question: Indicate the specific location where you crossed the State border of the Russian Federation and the Republic of Azerbaijan in February 2001.
Answer: I cannot indicate the exact location of the border crossing between Russia and Azerbaijan, as I did not remember it. There is most likely only one road there. We were taken out of a village, the name of which I do not remember. I can say that this village is located not far from the settlement of Gerzel-Aul near the border of Dagestan and Chechnya. I do not remember the road further.

Questions and Answers
Question: Who in the "Mutafajjarat" squad, besides Abu Umar himself, possessed the skills to manufacture an improvised explosive device (IED) with a timer based on "Casio" watches?
Answer: As far as I know, Abu Umar had several people who manufactured such explosive devices; the rest were simply executors who were taught to set up already prepared charges and connect the timer to the detonator. I know for certain that Abu Bakr was able to do this, as he had at one time studied radio engineering at an institute in Arabia. Most likely, he produced the prototype which the others began to replicate.
Question: What were the actuating mechanisms of the IEDs made of, what was their appearance, power sources, and radio components used in the assembly of the circuits?
Answer: I did not engage in this myself; I didn't even pay attention to such things, it was not of interest to me.
Question: What explosive was usually used to equip the IEDs?
Answer: In Chechnya, IEDs were usually manufactured on the basis of artillery shells.
Question: Are you familiar with the "Mutafajjarat" militants with the Islamic names Abdul-Rauf (Karachay), Abu-Khureira (Uzbek), and Abdu-Rakhim (Karachay)? Are you aware of their close connections among persons of Ingush nationality – "Mutafajjarat" militants, and their current location?
Answer: I know Abdul-Rauf and Abdu-Rakhim. I went through "training" with them. They are originally from Uchkeken. Abdu-Rakhim is Timur Batchaev, and Abdul-Rauf is his younger brother Zaur. As far as I know, only Timur is currently alive. Zaur died in October 1999 along with some Uzbek. According to Timur, they blew themselves up on their own "tripwire." I do not know the exact place of his death. Timur told me about his death. Timur himself, at the time of my arrest, was in the Pankisi Gorge in Georgia, in the village of Middle Khalatsani. Among the Ingush, they communicated, as far as I know, with Moaz (as I have now learned, his name was Magomed Tsokiev). I don't remember anyone else.
Question: Are you familiar with persons of Ingush nationality – "Mutafajjarat" militants with the Islamic names Abu-Bakr and Sayfulla? If yes, then report all information known to you about them.

- Prosecutor Yu.A. Ivanova supported the investigator's motion during the court session.
- The accused, A.O. Dekkushev, did not object to the granting of the investigator's motion.
- After examining and analyzing the submitted materials and hearing the opinions of the parties, the court determined that the motion to extend the period of detention for A.O. Dekkushev was subject to satisfaction.
- The resolution to initiate the motion was prepared in compliance with the requirements of the criminal procedure law and submitted to the court with the prosecutor's consent within the established timeframe. The preventive measure against A.O. Dekkushev was chosen and authorized by empowered officials according to the criminal procedure legislation in force at that time.
Court Considerations for Extension
The court considered the following factors when deciding on the extension of detention:
- The accused is accused of serious and especially serious crimes, punishable by imprisonment exceeding 2 years.
- He lacks a permanent place of residence in Moscow or the Moscow region and has previously fled from investigative authorities and the court, leading to him being placed on a wanted list.
- The nature and circumstances of the crimes, along with the accused's personal data, suggest that if released, A.O. Dekkushev might flee, continue criminal activity, or influence witnesses and victims, obstructing the proceedings.
- The court took into account the accused's family status, the presence of children born in 1989 and 1991, and his age and health status.
- The court also considered the volume of investigative actions that the criminal prosecution authorities needed to perform.
Resolution
Based on the foregoing and guided by Art. 109 of the Code of Criminal Procedure of the Russian Federation,
IT IS RESOLVED:
- To extend the period of detention for the accused Adam Osmanovich Dekkushev, born February 03, 1962, a native of the city of Karachaevsk, KChAO, Stavropol Krai, a citizen of the Russian Federation, with a secondary education, married, having two children born in 1989 and 1991, unemployed, registered at: Stavropol Krai, KChAO, Karachaevsk, Lenin St., house 75, with no prior convictions, for 2 months and 5 days, for a total of up to 12 months, i.e., until July 14, 2003.
This resolution may be appealed to the Moscow City Court within 10 days from the date of its issuance.
