This collection of official correspondence and records from August 2002 provides biographical and military data on Achemez Shagabanovich Gochiyayev, a primary suspect in the 1999 apartment bombings. The documents are responses to inquiries by State Duma Deputy Sergei Kovalev, who led the independent Public Commission to investigate the bombings. The records trace Gochiyayev's history from his birth in Karachayevsk to his move to Moscow in 1987 and his subsequent service in the Strategic Missile Forces as an electric welder (1988–1990). An MVD address bureau certificate explicitly flags Gochiyayev as wanted by the Moscow Criminal Investigation Department as of December 1, 1999, under Article 205 (terrorism) and Article 222 (weapons violations). This documentation demonstrates the Kovalev Commission's efforts to verify the background of the man the FSB accused of organizing the explosions in Moscow.
