This 2002 FSB decree details new terrorism charges brought against Anatoly Viktorovich Mylnikov in connection with threats made during the peak of the 1999 apartment bombing period. In August 1999, Mylnikov allegedly sent letters on behalf of an organization called 'Volunteers of Russia' to the General Prosecutor’s Office and the editorial office of Novaya Gazeta, threatening to blow up buildings and communications in Moscow and other regions. These threats were intended to coerce the release of N.V. Zander, who had been detained by the Ministry of Internal Affairs in July 1999. The document states that Mylnikov involved a minor, A.E. Tumasyan, to type the demands on a computer. The letters reached the General Prosecutor on August 21 and Novaya Gazeta on September 7, 1999, the latter date coinciding with the start of the bombing wave in Moscow. Captain I.V. Asochakov of the Moscow FSB led the investigation, characterizing these extortion attempts as acts of terrorism aimed at influencing government decision-making.
