Regarding the substance of the questions raised, we inform you that the criminal case of interest to you is being handled by the Prosecutor General's Office of the Russian Federation, where a preliminary investigation is currently underway.
In accordance with Article 161 of the Criminal Procedure Code of the Russian Federation, data from a preliminary investigation may be made public only with the permission of the prosecutor, investigator, or inquirer, and only to the extent that they deem permissible, and also if disclosure does not contradict the interests of the preliminary investigation and is not associated with an infringement on the rights and legitimate interests of the participants in the criminal proceedings.

We inform you that in the response addressed to you No. K-3660 dated 30.07.2002, along with information regarding A.V. Kapanadze, information was provided about the testimony of the accused in criminal case No. 103, A.O. Dekkushev, detained on July 14, 2002. Based on Article 161 of the Criminal Procedure Code of the Russian Federation (inadmissibility of disclosing preliminary investigation data), the response addressed to you was sent with a "secret" classification.
Due to the fact that at the present time the information regarding Dekkushev is not secret, the open use of the materials previously provided to you does not entail legal consequences.

In response to your inquiry, I inform you that the information you are interested in regarding items 1 and 2 is contained in criminal case No. 103, initiated on the grounds of a crime provided for by Art. 205 of the Criminal Code of the Russian Federation, regarding the facts of the explosions of residential buildings on Guryanova St. and Kashirskoye Highway on September 9 and 13, 1999. This criminal case is being handled by the Investigation Department of the FSB of the RF; operational support is also carried out by the apparatus of the FSB of Russia.
Regarding items 3 and 4 of the inquiry, I bring to your attention that in September 1999, the procedure for receiving, recording, and operational response to telephone and other warnings about possible terrorist acts was regulated by MVD RF orders No. 170dsp dated 04.09.1993 "On measures to improve the activities of duty units of internal affairs bodies" and No. 550dsp dated 10.18.1996 "On measures for further improvement of the activities of duty units of internal affairs bodies and the system for providing operational information," according to which all calls received by duty units equipped with audio recording equipment are recorded on magnetic tapes, which are stored for 6 months. Information received on September 13, 1999, at the Moscow GUVD by telephone has been attached to the aforementioned criminal case.
