Enclosed is a statement/complaint from Vasily Nikolaevich Suryadnov, born 1959, convicted on November 5, 1999, under Art. 163 part 3 para. "b", 213 part 3, 222 part 2, 222 part 4, 105 part 2 para. "zh", Art. 30 part 3 - 105 part 2 para. "a", "d", "zh", "k", "l" in aggregate under 69 part 3 of the UK RF [Criminal Code of the RF] to 24 years of imprisonment, of which 10 years are to be served in prison. Convicted by the Belgorod Regional Court.

Statement

Dear Sergey Nikolaevich!

I have an extreme need to address you personally.

I, Surnachev V.N., while being a convict of the colony-settlement YuS-321/6 in the city of Valuyki, Belgorod region, in 1998 worked in a group that was involved in transporting a large batch of hexogen from the territory of Ukraine through Valuyki to Moscow for the bombing of a residential building on "Kashirka".

  1. For this purpose, I was moved to live in the center of Valuyki, Timiryazeva St. 80/13, in mid-January 1998.
  2. In February 1998, I went to Kharkiv to meet with couriers from Chechnya. We were resolving the issue of transporting hexogen to Moscow.
    A) The fact of my trip in February 1998 to Kharkiv is confirmed by a resident of Valuyki - Sergeeva Olga Viktorovna, born in 1969.
    B) The fact of my arrival in February 1998 in the village of Staritsa, Volchansk district, Kharkiv region, is confirmed by a resident of the village of Staritsa - Bashtaboy Valery. (I was looking for a place to transport the hexogen.)
  3. Employees of the Valuyki ROVD took an active part in the transportation of hexogen.

For example:

On 04.07.98, the Valuyki ROVD received a statement regarding me from a resident of Valuyki - Vinogradova Valentina Konstantinovna.

Extract from the court session protocol, page 25, line 27, Vinogradova V.K. explained:
"I wrote the statement to the police on July 4, 1998, that he came with a pistol and threatened [me]. I indicated everything in the statement."

Further - the husband of Vinogradova V.K. - Vinogradov Valentin Leonidovich explained, page 24:
"We wrote the statement to the police the next day, July 4, 1998, and I also gave testimony regarding the threat."

Timeline of Events

  • An active participant of the group, employee of the Valuyki GROVD - Ka-enev Alexander Viktorovich personally gave me the statement of Vinogradova V.K. and the protocol with the testimony of Vinogradov V.L. on 06.07.98.
  • I was released from the settlement colony YuS-321/6 on parole based on forged materials.

Motive for Release:

  • For July 1998, the largest algorithm of hexogen transportations was planned. It could not be disrupted under any circumstances.

  • 14.07.98. at 23:00 in the city of Valuyki, an active participant of the group - Vinogradov Sergey Valentinovich - was shot.

  • 14.07.98. at 23:30 I was picked up from bed by the district inspector - Kazakov Sergey Anatolyevich and taken to the Valuyki GROVD.

  • 5) Employee of the Valuyki GROVD - Korobov Alexander conducted an expert examination for my involvement in the murder of Vinogradov S.V.

    • Scrapes from under the fingernails, swabs from hands, and clothing were taken.
    • As soon as the presence of microparticles of explosive substances was discovered - the results of the examination were destroyed by an employee of the Valuyki GROVD - Shkalyain Gennady Omarovich.

  • 28.11.98. I was charged under Art. 105 part II of the Criminal Code of the RF.

  • 05.01.99. an active participant of the group, an employee of the MVD - Kornienko A.V., came to me at the pre-trial detention center IZ-26/1 in Belgorod.

    • Kornienko A.V. explained to me that everything was agreed upon and ordered to physically eliminate a resident of Valuyki - Yuri Glushchenko. (Glushchenko Yu. provided the vehicle for transporting hexogen.)

  • 03.02.99. I was transferred from Belgorod to Valuyki.

  • 07.02.99. the judge of the Valuyki District Court - Mikhailova L. issued a ruling (copy available) "to send Suryadnov V.N. to a settlement colony."

  • Kornienko A.V. and I met with couriers from Chechnya, received money for transporting hexogen to Moscow for the explosion of a residential building on "Kashirka."

  • Since employees of the law enforcement system took an active part in the transportation of hexogen - I ask you to take the investigation of the above-mentioned under your control.

  • 24.06.02. Suryad-
