This document consists of a letter and formal statement dated June 24, 2002, sent from prisoner Vasily Nikolaevich Suryadnov (also referred to as Surnachev) to State Duma Deputy Sergei Yushenkov. Suryadnov, a convict in the Vladimir region, claims he was part of a group that transported a large batch of hexogen from Ukraine through Valuyki to Moscow in 1998 specifically for the 1999 bombing of the apartment building on Kashirskoye Highway ('Kashirka'). He alleges that local police (ROVD/GROVD) in Valuyki were active participants in the logistics, providing protection and even destroying forensic evidence of explosive residues found on his person. The statement names several law enforcement officers, including Gennady Shkalyain and A.V. Kornienko, as accomplices or facilitators. Suryadnov also details meetings with Chechen couriers in Kharkiv and Staritsa to coordinate the transport. He requests that Yushenkov take control of an investigation into the involvement of the law enforcement system in the apartment bombings.
