Dear Sergey Nikolaevich!
I have an extreme need to address you personally.
I, Surnachev V.N., while being a convict of the colony-settlement YuS-321/6 in the city of Valuyki, Belgorod region, in 1998 worked in a group that was involved in transporting a large batch of hexogen from the territory of Ukraine through Valuyki to Moscow for the bombing of a residential building on "Kashirka".
- For this purpose, I was moved to live in the center of Valuyki, Timiryazeva St. 80/13, in mid-January 1998.
- In February 1998, I went to Kharkiv to meet with couriers from Chechnya. We were resolving the issue of transporting hexogen to Moscow.
A) The fact of my trip in February 1998 to Kharkiv is confirmed by a resident of Valuyki - Sergeeva Olga Viktorovna, born in 1969.
B) The fact of my arrival in February 1998 in the village of Staritsa, Volchansk district, Kharkiv region, is confirmed by a resident of the village of Staritsa - Bashtaboy Valery. (I was looking for a place to transport the hexogen.) - Employees of the Valuyki ROVD took an active part in the transportation of hexogen.

On 04.07.98, the Valuyki ROVD received a statement regarding me from a resident of Valuyki - Vinogradova Valentina Konstantinovna.
Extract from the court session protocol, page 25, line 27, Vinogradova V.K. explained:
"I wrote the statement to the police on July 4, 1998, that he came with a pistol and threatened [me]. I indicated everything in the statement."
Further - the husband of Vinogradova V.K. - Vinogradov Valentin Leonidovich explained, page 24:
"We wrote the statement to the police the next day, July 4, 1998, and I also gave testimony regarding the threat."
