Dear Boris Vyacheslavovich!
According to available data, including reports from "Novaya Gazeta", on the eve of the apartment bombings in Moscow, Alexander Vanovich Kapanadze approached the editorial office of this newspaper, specifically observer V.Ya. Izmailov, with information about planned terrorist acts.
As Izmailov reports, he personally handed Kapanadze over to the GUBOP of the MVD of Russia twice, the last time being on September 15, 1999, directly to Deputy Minister V. Kozlov.
I request that you inform me:
- Whether the data regarding Kapanadze's awareness of the preparation of certain individuals to commit terrorist acts was confirmed;
- Whether Kapanadze was detained by internal affairs bodies in the manner established by criminal procedure legislation;
- Whether Kapanadze's current whereabouts are known at this time.

- Whether Kapanadze was questioned as a witness in criminal case No. 103 (regarding the fact of the apartment building bombings in Moscow).
- Whether the data has been confirmed that Kapanadze was a warrant officer of the 131st Maykop Brigade, took part in combat operations on the territory of the Chechen Republic, and was held in captivity.
- Whether Kapanadze's current whereabouts are known.

On 19.01.2000, an article titled "Silence after the explosions" by Yu. Kochergin and O. Fochkin was published in the newspaper "Moskovsky Komsomolets." This article contained excerpts from an official report of the UFSB for Moscow and the Moscow Region concerning the criminal case regarding the apartment building bombings in Moscow.
I request that you instruct the Directorate for Moscow and the Moscow Region to send me a copy of the specified official report related to this criminal case.
