In June 2002, S.A. Kovalev (a member of the Public Commission investigating the 1999 apartment bombings) sent official inquiries to Minister of Internal Affairs B.V. Gryzlov and FSB Director N.P. Patrushev. These letters sought information on Alexander Vanovich Kapanadze, who reportedly warned 'Novaya Gazeta' journalist V.Ya. Izmailov about upcoming terrorist acts before the September 1999 bombings. Kovalev focuses on claims that Izmailov handed Kapanadze over to MVD Deputy Minister V. Kozlov on September 15, 1999, just days before several bombings. The inquiries also request access to a 2000 UFSB official report cited in 'Moskovsky Komsomolets' regarding criminal case No. 103, which investigated the apartment explosions. These documents indicate a formal effort by the commission to investigate potential foreknowledge and the subsequent handling of witnesses by Russian security services.
