According to available data, including reports from "Novaya Gazeta," on the eve of the apartment bombings in Moscow, Alexander Vanovich Kapanadze approached the editorial office of this newspaper, specifically observer V.Ya. Izmailov, with information about planned terrorist acts.

As Izmailov reports, he personally handed Kapanadze over to the GUBOP of the Ministry of Internal Affairs of Russia twice, the last time being on September 15, 1999, directly to Deputy Minister V. Kozlov.

I request that you inform me on the following points:

• Whether the data regarding Kapanadze's awareness of the preparation of certain individuals to commit terrorist acts has been confirmed.
• Whether Kapanadze was detained in accordance with the procedure established by criminal procedural legislation.
• Whether Kapanadze was questioned as a witness in criminal case No. 103 (regarding the fact of the apartment building bombings in Moscow).
• Whether the data has been confirmed that Kapanadze was a warrant officer of the 131st Maykop Brigade, took part in combat operations on the territory of the Chechen Republic, and was held in captivity.
• Whether Kapanadze's current whereabouts are known.
