Criminal Case Summary
This criminal case was joined into one proceeding with the above-mentioned criminal case No. 103.
Investigation Findings
In the course of the investigation of the criminal case, it was established that the terrorist acts—explosions in residential buildings in the cities of Moscow and Volgodonsk in September 1999—were committed by an organized criminal group. Members of this group included leaders and participants of illegal armed groups on the territory of the Chechen Republic:

- Abu Al-Walid
- Abu Umar
- Adam Dekkushev
- Yusuf Krymshamkhalov
- Achimez Gochiyayev
- Denis Saitakov
- T.A. Batchaev
- Z.A. Batchaev
- Kh.M. Abaev
- M.D. Tsokiev
- A number of other persons not identified by the investigation.
Legal Actions Taken
- November 19, 1999: Rulings were issued in the case to charge Adam Dekkushev as an accused of terrorism and illegal acquisition, storage, and transportation of explosives and explosive devices under Part 3 of Article 205 and Part 3 of Article 222 of the Criminal Code of the Russian Federation. A preventive measure of detention was selected against him, and he was declared wanted.
- July 14, 2002: Adam Dekkushev was detained by law enforcement agencies of the Republic of Georgia on the territory of that state and transferred to the Russian Federation. On the same day, he was charged, and detention was chosen as a preventive measure against him.
Accusations Against Adam Dekkushev
Adam Dekkushev is accused of the following:
- In August-September 1999, as part of an organized criminal group, he illegally acquired, stored, and transported explosives and explosive devices by road from the territory of the North Caucasus to Moscow.
- On September 8 and 13, 1999, using these explosives and explosive devices, he carried out terrorist acts:
- Explosions in residential buildings No. 19 on Guryanova St.
- Explosion in No. 6 building 3 on Kashirskoye Highway.
- These acts resulted in 223 deaths and over 150 injuries of varying degrees of severity, causing significant material damage to the state and citizens.
- In addition, sufficient evidence has been collected regarding his direct participation in the implementation, as part of the above-mentioned organized criminal group, of the terrorist act on September 16, 1999, in Volgodonsk—an explosion in the courtyard of house No. 35 on Oktyabrskoye Highway. This act resulted in 19 deaths and over 1000 injuries of varying degrees of severity, causing significant material damage to the state and citizens.
- Furthermore, evidence exists regarding his participation in illegal armed groups on the territory of the Chechen Republic and his commission of a number of other crimes.
Necessary Investigative Steps
To investigate the criminal case in full, the following actions are necessary:
- Complete the outpatient psychiatric forensic examination ordered on January 20, 2003, regarding the accused Yusuf Krymshamkhalov.
- Conduct interrogations of the accused Adam Dekkushev and Yusuf Krymshamkhalov to clarify their testimony given during the investigation, as well as (if necessary) a confrontation between them.
- Complete the familiarization of the accused Adam Dekkushev and Yusuf Krymshamkhalov with the conclusions of the forensic examinations conducted in the criminal case (Adam Dekkushev - about 50 examinations, Yusuf Krymshamkhalov - about 1200 examinations).
- Complete the interrogations and recognition of about 150 persons affected by the terrorist act of September 8, 1999, in house No. 19 on Guryanova St. in Moscow as victims or civil plaintiffs in the case.
- Conduct a number of other investigative actions to consolidate the evidence collected in the criminal case, after which Adam Dekkushev and Yusuf Krymshamkhalov will need to be presented with new charges in full.
Upon completion of the planned investigative actions, it will be necessary to familiarize the victims and civil plaintiffs (over 1500 people), as well as the accused Adam Dekkushev and Yusuf Krymshamkhalov and their defense lawyers, with the materials of the criminal case in accordance with Articles 216 and 217 of the Code of Criminal Procedure of the Russian Federation, after which an indictment will be drawn up.
Timeline
- At least 3 months will be required to perform all necessary investigative actions in the criminal case.
- The period of detention of the accused Adam Dekkushev expires on February 9, 2003.
