I have under my investigation criminal case No. 36094, initiated on 29.08.2002 against the inspector for road safety propaganda of the OGAI [Department of State Automobile Inspection] of the Kislovodsk GOVD, Senior Police Lieutenant S.S. Lyubichev, on the grounds of a crime provided for by Part 3 of Art. 285 of the Criminal Code of the Russian Federation.

I request that you send, for inclusion in the criminal case materials, an extract from the order appointing S.S. Lyubichev to the position he held in August 1999.

Due to the fact that, according to a report from the head of the OGAI of the Kislovodsk GOVD, N.A. Ilyasov, the copy of Lyubichev's job description for August 1999 has been destroyed, I request that you provide a certified copy of the job description for OGAI employees who currently hold a position similar to the one Lyubichev held in August 1999.
