HAS ESTABLISHED:
- In August 1999, Lyubichev S.S., being an official — a state inspector of road supervision of the OGIBDD of the Kislovodsk OVD, using his official powers contrary to the interests of the service, acting out of mercenary interest, ensured the unhindered passage into the territory of the city of Kislovodsk of a technically faulty "Kamaz" vehicle, the driver of which did not have accompanying documents for the transported cargo, which contained an improvised explosive substance disguised as bags of sugar, and personally escorted it to the warehouses of "Realbaza khleboproduktov," located on Zheleznodorozhnaya St. in the city of Kislovodsk, for which he received an illegal reward in the form of 1 bag of sugar.
- The actions of Lyubichev S.S. resulted in a significant violation of the rights and legitimate interests of citizens and the interests of society and the state protected by law, as well as grave consequences.
- As a result of the implementation of acts of terrorism using this explosive substance on September 8, 13, and 16, 1999, in the cities of Moscow and Volgodonsk, 244 people died, about 30 people were wounded, three [text cuts off]
