on the initiation of a criminal case.

The Prosecutor of the city of Kislovodsk, Senior Counselor of Justice R.A. Adelkhanyan, having reviewed the material regarding the illegal acquisition, storage, and transportation of explosive substances on the territory of the city of Kislovodsk, -

HAS ESTABLISHED:

On September 20, 1999, the Kislovodsk city prosecutor's office received a report from the Kislovodsk city department of the Service for the Caucasian Mineral Waters (KMV) of the Directorate of the Federal Security Service (UFSB) of the Russian Federation for the Stavropol Krai (SK) stating that Yu.I. Krymshamkhalov, a resident of the village of Mirny, Predgorny District, in August 1999 illegally acquired, transported to the city of Kislovodsk to the territory of the CJSC "Realbaza khleboproduktov" and stored an explosive substance, which was subsequently transported to the ATP "Kursoveta" parking lot and sent to the city of Moscow in a "Mercedes" truck.
Based on the foregoing, taking into account the necessity of conducting investigative actions, and guided by Articles 108, 109, 112, 211 of the Criminal Procedure Code (UPK) of the RSFSR, -

HAS DECREED:

1. To initiate a criminal case based on the material for the elements of a crime provided for by Part 1 of Article 222 of the Criminal Code (UK) of the Russian Federation.
2. To transfer the criminal case for preliminary investigation to the senior investigator of the Kislovodsk city prosecutor's office, Junior Counselor of Justice E.Yu. Arefyev.
