from the victims of the terrorist attack on Guryanova St. on September 9, 1999.

On September 9, 1999, a terrorist act was committed at 19 Guryanova St., as a result of which the residents of houses 19 and 17 on Guryanova St. were affected.

In connection with the decree of the Moscow government dated September 17, 1999, No. 1035-RM on the resettlement of residents of houses 19 and 17 due to their emergency condition and the impossibility of restoration, this decree has not been fully implemented, as not all residents of the aforementioned houses have received well-appointed housing.

• A significant portion of the victims did not receive the funds allocated for specific purposes in full.
• Many were denied compensation payments due to the lack of registration at this address, which, in our opinion, is complete lawlessness and a violation of human rights.

The victims of the terrorist attack received funds only under the decree of the Mayor of Moscow dated September 10, 1999.
