ПОСТАНОВЛЕНИЕ
о создании следственной группы

Начальник следственного отдела Управления ФСБ России по Ростовской области полковник юстиции Проценко Е.И., рассмотрев материалы уголовного дела № 173,

УСТАНОВИЛ:

Настоящее уголовное дело возбуждено 16 сентября 1999 года по факту подрыва взрывного устройства большой мощности во дворе жилого многоквартирного дома № 35 по улице Октябрьское шоссе г. Волгодонска Ростовской области. В результате взрыва 17 человек погибло, более 300 человек получили телесные повреждения различной степени тяжести. Более 30 жилым и административным зданиям нанесен значительный материальный ущерб.
Учитывая общественно опасный способ и особую тяжесть совершенного преступления, а также большой объем предстоящих оперативно-розыскных мероприятий и следственных действий, руководителями правоохранительных органов Ростовской области издан совместный приказ о создании межведомственной следственно-оперативной бригады из числа сотрудников ФСБ, МВД и прокуратуры.
На основании изложенного, руководствуясь требованиями статьи 127-1 и части 3 статьи 129 Уголовно-процессуального кодекса РСФСР,

ПОСТАНОВИЛ:

1. Расследование настоящего уголовного дела осуществлять группой следователей в составе:
   * старший следователь по ОВД следственного отдела УФСБ РФ по Ростовской области майор юстиции Круглов А.В.;
   * старший следователь по ОВД следственного отдела УФСБ РФ по Ростовской области подполковник юстиции Маринин С.Н.;
   * старший следователь следственного отдела УФСБ РФ по Ростовской области капитан юстиции Дранников А.В.;
   * следователь следственного отдела УФСБ РФ по Ростовской области старший лейтенант юстиции Марченко Р.В.;

DECISION

on the creation of an investigative group

The Head of the Investigative Department of the Directorate of the FSB of Russia for the Rostov Region, Colonel of Justice Protsenko E.I., having reviewed the materials of criminal case No. 173,

HAS ESTABLISHED:

• This criminal case was initiated on September 16, 1999, regarding the detonation of a high-power explosive device in the courtyard of a multi-apartment residential building No. 35 on Oktyabrskoye Shosse Street in the city of Volgodonsk, Rostov Region.
• As a result of the explosion, 17 people died, and more than 300 people sustained bodily injuries of varying degrees of severity.
• Significant material damage was caused to more than 30 residential and administrative buildings.
• Considering the socially dangerous method and the particular gravity of the crime committed, as well as the large volume of upcoming operational-search measures and investigative actions, the heads of the law enforcement agencies of the Rostov Region have issued a joint order to create an inter-agency investigative-operational brigade from among the employees of the FSB, MVD, and the prosecutor's office.

Based on the above, guided by the requirements of Article 127-1 and Part 3 of Article 129 of the Criminal Procedure Code of the RSFSR,

HAS DECIDED:

1. To carry out the investigation of this criminal case by a group of investigators consisting of:
   • Senior Investigator for Particularly Important Cases of the Investigative Department of the UFSB of the RF for the Rostov Region, Major of Justice Kruglov A.V.;
   • Senior Investigator for Particularly Important Cases of the Investigative Department of the UFSB of the RF for the Rostov Region, Lieutenant Colonel of Justice Marinin S.N.;
   • Senior Investigator of the Investigative Department of the UFSB of the RF for the Rostov Region, Captain of Justice Drannikov A.V.;
   • Investigator of the Investigative Department of the UFSB of the RF for the Rostov Region, Senior Lieutenant of Justice Marchenko P.V.
