• на вещах изъятых в автомашине КАМАЗ имеются биологические следы и волосы, пригодные для идентификации;
• на купюрах полученных Искендеровым от обвиняемых имеются четыре следа пальцев рук пригодные для идентификации;

В соответствии с планом расследования по делу осуществлены допросы около 200 свидетелей, признаны в качестве потерпевших и допрошены более 1000 человек, произведено более 50 обысков и выемок, назначено и проведено около 900 экспертиз, в том числе 855 судебно-медицинских, направлены необходимые запросы и поручения. Для проведения следственных действий и оперативных мероприятий члены следственно-оперативной группы выезжали в города - Москва, Цимлянск (Ростовская область), Кисловодск, Невинномысск (Ставропольский край), Черкесск, Нальчик, Карачаевск и пос. Учкекен (КЧР) где производились допросы родственников и знакомых обвиняемых с целью установления их местонахождения, а также осуществлялся сбор материалов характеризующих личность преступников. В настоящее время проводится комплекс оперативно-розыскных мероприятий, в том числе на территории Чеченской республики, основной целью которых является розыск обвиняемых Крымшамхалова Ю.И., Деккушева А.О. и Батчаева Т.А.

В списках истребованных в администрации г. Волгодонска указано около 5000 человек, пострадавших от взрыва. В результате предварительного анализа установлено, что из них в качестве потерпевших необходимо признать и допросить более 2000 человек.

2 июля 2000 года в г. Аргуне у здания ОВД совершен подрыв мощного взрывного устройства находящегося в кузове грузового автомобиля, по факту которого прокуратурой Чеченской республики расследуется уголовное дело № 48374. Водитель автомашины погиб. Фрагмент головы и лица, обнаруженные на месте происшествия, имеет визуальное сходство с Крымшамхаловым Ю.И.. Для проверки версии о возможной гибели Крымшамхалова проводятся необходимые следственные действия и розыскные мероприятия. Для идентификации останков назначена судебно-медицинская экспертиза.

Допрошенные в качестве свидетелей жители г. Невинномысска Анисимова Н.С. и Оглода Е.Л. пояснили, что за день или два до взрыва на Казачьем рынке, который был совершен 10 октября 2000 года, они видели мужчину, имеющего сильное внешнее сходство с Батчаевым Т.А. Для проверки версии о возможной причастности Батчаева к организации взрыва в г. Невинномысске планируется комплекс следственных и розыскных мероприятий.

Срок предварительного расследования в установленном порядке продлевался Вами до пятнадцати месяцев. Однако выполнить все запланированные следственные действия не представилось возможным ввиду их большого объема и отсутствия данных о месте нахождения обвиняемых.

Investigation Summary

Investigation Scope and Activities

In accordance with the investigation plan for the case:

• Approximately 200 witnesses were interrogated.
• More than 1,000 people were recognized as victims and interrogated.
• More than 50 searches and seizures were conducted.
• About 900 expert examinations were ordered and carried out, including 855 forensic medical examinations.
• Necessary requests and instructions were sent.

To conduct investigative actions and operational measures, members of the investigative-operational group traveled to the cities of Moscow, Tsimlyansk (Rostov Region), Kislovodsk, Nevinnomyssk (Stavropol Krai), Cherkessk, Nalchik, Karachaevsk, and the village of Uchkeken (KChR). During these travels, interrogations of relatives and acquaintances of the accused were conducted to establish their whereabouts, and materials characterizing the personalities of the criminals were collected.

Currently, a complex of operational-search measures is being carried out, including on the territory of the Chechen Republic, with the main goal of searching for the accused Yu.I. Krymshamkhalov, A.O. Dekkushev, and T.A. Batchaev.

Explosion Incident in Volgodonsk

The lists requested from the administration of Volgodonsk indicate about 5,000 people affected by the explosion. As a result of preliminary analysis, it was established that more than 2,000 of them need to be recognized as victims and interrogated.

Argun Explosion (July 2, 2000)

• On July 2, 2000, in the city of Argun, near the OVD (Department of Internal Affairs) building, a powerful explosive device located in the back of a truck was detonated.
• The prosecutor's office of the Chechen Republic is investigating criminal case No. 48374 regarding this event.
• The driver of the vehicle died.
• A fragment of a head and face found at the scene has a visual resemblance to Yu.I. Krymshamkhalov.
• Necessary investigative actions and search measures are being carried out to verify the possibility of Krymshamkhalov's death.
• A forensic medical examination has been ordered to identify the remains.

Nevinnomyssk Incident (October 10, 2000)

• Residents of Nevinnomyssk, N.S. Anisimova and E.L. Ogloda, interrogated as witnesses, explained that a day or two before the explosion at the Kazachy Market, which occurred on October 10, 2000, they saw a man who had a strong physical resemblance to T.A. Batchaev.
• A complex of investigative and search measures is planned to verify the possibility of Batchaev's involvement in organizing the explosion in Nevinnomyssk.

Conclusion

The period of the preliminary investigation was extended by you in the established manner to fifteen months. However, it was not possible to carry out all planned investigative actions due to their large volume and the lack of data on the whereabouts of the accused.
