In connection with a report received on September 16, 1999 at 6:00 from the duty officer of the Volgodonsk UVD regarding an explosion at 9:50 AM on September 16, 1999, arrived at the scene and from September 16, 1999, under natural lighting, conducted an inspection of the scene of the incident in accordance with Articles 178 and 182 of the RSFSR Code of Criminal Procedure. The site of the inspection is: House 37 on Oktyabrskoye Highway.
