This document reports on a July 2002 teleconference where Alexander Litvinenko and Yuri Felshtinsky presented evidence regarding Achimez Gochiyayev and the 1999 apartment bombings. Litvinenko alleged that FSB Director Nikolai Patrushev and the late Vice Admiral German Ugryumov were the primary architects of the attacks in Moscow and Volgodonsk. The presentation included claims from Gochiyayev that he was framed into renting basements by an acquaintance and that he attempted to alert authorities (02, 03, 911) to prevent the explosions on Kashirskoye Highway and Borisovskie Prudy. Forensic expert Geoffrey John Oxlee testified that FSB photographs linking Gochiyayev to the terrorist Khattab were likely digitally altered.
