This document reports on the FSB's July 2002 response to allegations made by Alexander Litvinenko regarding the 1999 apartment bombings. Litvinenko presented a claim from suspect Achimez Gochiyayev that an FSB agent tricked him into renting the warehouses used in the Moscow attacks. In response, the FSB released photographic evidence allegedly linking Gochiyayev to the militant leader Khattab. Sergei Kovalev, chairman of the public commission investigating the bombings, expressed skepticism, labeling the video link a PR exercise likely organized by Boris Berezovsky and highlighting logical contradictions in Gochiyayev's account.
