This 2003 article from Vremya Novostey reports the completion of the Russian Prosecutor General's investigation into the September 1999 apartment bombings in Moscow and Volgodonsk. The investigation identifies Achimez Gochiyayev as the organizer of 'Muslim Society No. 3' and claims the attacks were ordered by the Chechen militant Khattab using a mixture of saltpeter, aluminum powder, and hexogen. Only two defendants, Adam Dekkushev and Yusuf Krymshamkhalov, were in custody at the time, with others reported dead or at large. Dekkushev’s defense attorney alleges that the original plan was to bomb a dam in Volgodonsk to hinder federal troop movements, rather than residential buildings. The FSB claims several other suspects died during the Chechen war, though their bodies were never recovered.
