The investigation identifies Achimez Gochiyayev as the organizer of 'Muslim Society No. 3' and claims the attacks were ordered by the Chechen militant Khattab using a mixture of saltpeter, aluminum powder, and hexogen. Only two defendants, Adam Dekkushev and Yusuf Krymshamkhalov, were in custody at the time, with others reported dead or at large.
