На Ваш запрос сообщаю, что интересующие Вас сведения по п.п. 1, 2, содержатся в уголовном деле №103, возбужденном по признакам преступления, предусмотренного ст.205 УК РФ, по фактам взрывов жилых домов по ул. Гурьянова и Каширскому шоссе 9 и 13 сентября 1999 г. Данное уголовное дело находится в производстве Следственного управления ФСБ РФ, оперативное сопровождение также осуществляет аппарат ФСБ России.
В части, касающейся п.п. 3, 4 запроса, довожу до Вашего сведения, что в сентябре 1999 г. порядок приема, фиксации и оперативного реагирования по телефонным и иным предупреждениям о возможных террористических актах регулировался приказами МВД РФ №170дсп от 09.04.1993 г. «О мерах по совершенствованию деятельности дежурных частей органов внутренних дел» и №550дсп от 18.10.1996 г. «О мерах по дальнейшему совершенствованию деятельности дежурных частей органов внутренних дел и системы предоставления оперативной информации», согласно которым все звонки, поступающие в дежурные части, оборудованные аудиозаписывающей аппаратурой, фиксируются на магнитных лентах, которые хранятся в течении 6 месяцев. Информация, поступившая 13 сентября 1999 г. в ГУВД г. Москвы по телефону, приобщена к указанному выше уголовному делу.

In response to your inquiry, I inform you that the information you are interested in regarding items 1 and 2 is contained in criminal case No. 103, initiated on the grounds of a crime provided for by Art. 205 of the Criminal Code of the Russian Federation, regarding the facts of the explosions of residential buildings on Guryanova St. and Kashirskoye Highway on September 9 and 13, 1999. This criminal case is being handled by the Investigation Department of the FSB of the RF; operational support is also carried out by the apparatus of the FSB of Russia.
Regarding items 3 and 4 of the inquiry, I bring to your attention that in September 1999, the procedure for receiving, recording, and operational response to telephone and other warnings about possible terrorist acts was regulated by MVD RF orders No. 170dsp dated 04.09.1993 "On measures to improve the activities of duty units of internal affairs bodies" and No. 550dsp dated 10.18.1996 "On measures for further improvement of the activities of duty units of internal affairs bodies and the system for providing operational information," according to which all calls received by duty units equipped with audio recording equipment are recorded on magnetic tapes, which are stored for 6 months. Information received on September 13, 1999, at the Moscow GUVD by telephone has been attached to the aforementioned criminal case.
