Тему рязанских учений и неубедительного оправдания руководства ФСБ, которое уверяло, что в мешках, заложенных под домом на улице Новоселов, был сахар, начинала «Новая газета». В начале 2000 года наш корреспондент, выехав в Рязань, говорил с экспертом-взрывотехником, который одним из первых прибыл на место учений и определил, что в мешках был гексоген («Новая газета» № 6, 8 за 2000 год). А вскоре нашим сотрудникам удалось найти и солдата-десантника, который на территории военной части под Рязанью охранял склад с гексогеном, упакованным в мешки, как сахар (№ 10 за 2000 год). Свидетельство солдата было записано на диктофон.
После публикации разразился грандиозный скандал. Весь караул и взрывотехника отправили в Чечню. По официальным телеканалам развернули целую кампанию. Выступали генералы. Сначала военные отрицали наличие солдата и склада. Затем признали, что солдат и склад реальны, но решительно отмели гексоген в мешках.
Еще более интересное продолжение получила эта история после того, как НТВ и Николай Николаев провели свое независимое расследование.

Конец сентября 1999-го. Невыспавшаяся, словно вжавшаяся в землю и ставшая ниже Москва. Ночи ждали с ощущением предстоящего испытания страхом. Один вопрос: где? На чердаке, в подвале, за батареей в подъезде, на сиденье припаркованной во дворе машины?
К утру этот вопрос уже будет дубасить по вискам с равномерностью метронома, заставляя считать каждую секунду, еще не похищенную невидимым включенным таймером... Очередная нервозная полудрема позади. Хлопают двери подъездов, дома пустеют. Все, теперь вряд ли взорвут.
...Расширенная коллегия МВД в министерском здании на Житной началась с демонстрации повышенных мер безопасности. Редакционные машины оставлять поблизости запретили.
В Министерстве внутренних дел за работой тележурналистов наблюдают специально выделенные для этой цели милицейские офицеры. В вестибюле здания зачем-то установлена статуя Фемиды. Милиционеры, судя по всему, сами не очень понимают, какое к ним отношение имеет эта скульптура, и снимать ее операторам категорически запрещают. Охраняют правосудие.
Мероприятие, которое накануне запланировали для показа в новостях, выдалось паркетно-протокольное. После стольких трагедий начавшейся осени никто из телевизионщиков не ждал в этот день, 24 сентября, никаких сенсаций. Но череда случайностей уже закрутилась в тугую пружину...
...этот охраняемый от журналистов коридор до ступеней столовой — метров тридцать. Рассчитывать можно было лишь на то, что, остановившись возле несущего здесь пост милиционера, удастся прорвать просьбу дать интервью. Надежда слабая. Как правило, желающие генералы мелькнуть на экране легко гасятся выделяемым желудочным соком.
Мой истошный крик с мольбой сказать пару слов для НТВ все же остановил Патрушева и заставил подойти к устроенной на него засаде.
Как всегда, начал с необязательного, дежурного вопроса. Но пружина без моих ухищрений, оставляя острые края, сорвавшись, оборвалась. Нужно было понять, почему Рушайло не известно о том, что сейчас сообщил Патрушев.
На фоне гибельности последствиям, то зачем платить деньги их работникам?
Классический случай. Году в 94-м разыграли Эрнеста Мацкявичюса, тогда работавшего корреспондентом. Он, наивный, спросил у коллег: не знает ли кто-нибудь, как по-казахски произносится «парламент»? Хотел вставить это слово в свой репортаж. Тут же угодливые корры с каменно серьезными лицами, не отрываясь от компьютеров, дали ему ответ: тырмандыр. Этот марсианский перевод под общий хохот через час прозвучал из телевизора. Мацкявичюс потом объяснялся. Начальники пытались делать грозный вид, но давились от смеха. А наутро в редакции одной серьезной газеты была летучка, и Мацкявичюса как корреспондента, глубоко изучившего тему (даже казахское слово знает!), газетные руководители поставили в пример всем собравшимся...
Людей, многие из которых уже готовились ко сну, молодых и старых, детей с мокрыми после купания головами, даже лежачих инвалидов неподдельно нервничавшие милиционеры заставили покинуть квартиры. Уже утром настоящий генерал, начальник Рязанского управления ФСБ, объявил разместившимся в соседнем кинотеатре эвакуированным, что в подвале их чудом уцелевшего дома найдено такое, что позволяет их всех назвать спасенными и поздравить со вторым днем своего рождения. Поэтому, когда спустя несколько дней объявили об успешных учениях в Рязани, те, на ком якобы проверяли гражданскую бдительность и отрабатывали чекистскую оперативность, в это не поверили.
С сомнением к этому отнесся и тогдашний министр Рушайло. Однако это недове...

The Ryazan Exercises Scandal

The topic of the Ryazan exercises and the unconvincing justification of the FSB leadership, which claimed that the sacks placed under the house on Novoselov Street contained sugar, was initiated by 'Novaya Gazeta'.

• In early 2000, our correspondent, having traveled to Ryazan, spoke with an explosives expert who was among the first to arrive at the site of the exercises and determined that the sacks contained hexogen ('Novaya Gazeta' No. 6, 8 for 2000).
• Soon after, our staff managed to find a paratrooper soldier who, on the territory of a military unit near Ryazan, guarded a warehouse with hexogen packed in sacks like sugar (No. 10 for 2000).
• The soldier's testimony was recorded on a voice recorder.

After the publication, a massive scandal erupted.

• The entire guard and the explosives expert were sent to Chechnya.
• A whole campaign was launched on official TV channels. Generals spoke.
• At first, the military denied the existence of the soldier and the warehouse.
• Then they admitted that the soldier and the warehouse were real, but resolutely dismissed the hexogen in the sacks.

Late September 1999. Moscow, sleep-deprived, as if pressed into the ground and grown shorter. Nights were awaited with a sense of an impending trial by fear. One question: where? In the attic, in the basement, behind the radiator in the entrance, on the seat of a car parked in the yard?

By morning, this question would already be pounding in the temples with the regularity of a metronome, forcing one to count every second not yet stolen by an invisible, switched-on timer... Another nervous half-slumber is over. Entrance doors slam, houses empty. That's it, they're unlikely to blow it up now.

...The expanded board of the Ministry of Internal Affairs in the ministerial building on Zhitnaya began with a demonstration of increased security measures. Editorial cars were forbidden to be left nearby.

In the Ministry of Internal Affairs, police officers specially assigned for this purpose watch the work of television journalists. For some reason, a statue of Themis is installed in the lobby of the building. The policemen, apparently, do not really understand what relation this sculpture has to them, and they categorically forbid cameramen to film it. They are guarding justice.

The event, which had been planned the day before for the news, turned out to be a formal, 'parquet' affair. After so many tragedies of the beginning autumn, none of the TV people expected any sensations on this day, September 24. But a chain of coincidences had already wound into a tight spring...

As a rule, generals wishing to flash on the screen are easily extinguished by the gastric juice they secrete.

My frantic cry with a plea to say a few words for NTV still stopped Patrushev and forced him to approach the ambush set for him.

As always, I started with an unnecessary, routine question. But the spring, without my contrivances, leaving sharp edges, snapped and broke. It was necessary to understand why Rushailo was unaware of what Patrushev had just reported.

People, many of whom were already preparing for bed, young and old, children with wet heads after bathing, even bedridden invalids, were forced to leave their apartments by genuinely nervous policemen. Already in the morning, a real general, the head of the Ryazan FSB Directorate, announced to the evacuees gathered in a nearby cinema that something had been found in the basement of their miraculously survived house that allowed them all to be called saved and congratulated on their second birthday. Therefore, when a few days later successful exercises in Ryazan were announced, those on whom civic vigilance was allegedly being tested and Chekist efficiency was being practiced did not believe it.

The then-minister Rushailo also treated this with doubt. However, this distrust...
