Однако к уголовной ответственности были привлечены лишь несколько человек и один полевой командир по кличке «Герой», которого Радуев в декабре 1996 года обменял на троих пензенских ОМОНовцев. Остальные же по приказу Патрушева, Барсукова, Ковалева (соответственно заместителей и директора ФСБ РФ), отпущены, в том числе «Туриста» занимавшегося поставками оружия в Чечню под патронажем Генштаба и «Абдула» появившегося затем в Москве накануне теракта в «Норд-Осте».
