This document, a supplement to the 'September Terror' collection, details the criminal case of Anatoly Viktorovich Mylnikov, who was convicted of threatening terrorism in 1999. In August and September 1999, shortly before the Moscow apartment bombings on Guryanova Street and Kashirskoye Highway, Mylnikov allegedly sent letters on behalf of an organization called 'Volunteers of Russia' threatening to blow up buildings unless his mistress, Natalia Zander, was released from prison. The document includes the formal indictment and legal proceedings initiated by the FSB, which treated the case as a potential precedent for terrorism threats. While the court did not prove a direct link between Mylnikov and the actual bombings, the timing of his letters—received by the Prosecutor General on August 21 and Novaya Gazeta on September 7—is highlighted as a significant coincidence. Lawyer Evgeny Chernousov claimed the FSB used Mylnikov for 'operational reasons' or to create a legal precedent similar to 'spy trials.'
