Начальник московского ГУВД Николай Куликов вскоре после взрывов (21 сентября) сообщил в эфире «Эха Москвы»: Ачемез Гочияев, использовавший документы Мухита Лайпанова, начиная с 10 августа осмотрел около 38 складов, которые он находил через газету «Из рук в руки». Все эти адреса оперативники проверили. Помещения на Каширском шоссе в этом списке не было.
«До сих пор не можем вычислить, кто из работников РЭУ покрывал человека, который втихаря снимал «в субаренду» помещение в подвале дома № 6. Никто не признается», — сказали в управе корреспонденту «МК» (здесь цитируется по книге Ю. Фельштинского и А. Литвиненко).
Членам ковалевской комиссии чиновники управы «Нагатино-Садовники» этого не говорили: просто не стали разговаривать. «Игорь Викторович на совещании», «Игорь Викторович поехал по предприятиям», — отвечала на все звонки члена Комиссии секретарь главы управы. Не помогло и подписанное Ковалевым письмо на бланке депутата Госдумы.
Но уцелевшие жильцы прекрасно знают, кто сдал подвал. Террорист сбил с пути не «где-то в дебрях ресторана гражданина Епифана», как описывалась похожая история в песне Высоцкого. Он просто зашел во 2-й участок РЭУ напротив обреченного дома. «Ее надо посадить!» — кричала потом женщина, похоронившая семью. Относилось это к нынешнему начальнику участка Нине Борисовне Епифановой. Именно она, по словам жильцов, сдала террористу подвал. А вечером 12 сентября, когда жильцы просили участкового милиционера Дмитрия Кузовова проверить этот подвал, Кузовов позвонил Епифановой, и она его успокоила: «Дима, там все свои». Когда мы обратились к Нине Борисовне с просьбой поговорить с членами Комиссии (она представляется нам очень важным свидетелем, и мы не решились расспрашивать ее сами; надо было в присутствии достаточно авторитетных людей хотя бы провести опознание террориста по фотографиям), она вначале не возражала, но попросила получить разрешение на этот разговор от главы управы. За две недели такого разрешения получить не удалось. Мы снова позвонили Нине Борисовне, но ее тон был уже совсем другим: «Я не буду ни с кем разговаривать. Мне тяжело вспоминать. • The head of the Moscow GUVD, Nikolai Kulikov, shortly after the explosions (September 21), reported on the air of 'Ekho Moskvy': Achimez Gochiyaev, using the documents of Mukhit Laipanov, starting from August 10, inspected about 38 warehouses that he found through the newspaper 'Iz Ruk v Ruki' [From Hand to Hand].
