After that, using the said explosive substance and other components of explosive devices, Achimez Gochiyayev, Z.A. Batchaev, Denis Saitakov, Kh.M. Abaev, and unidentified persons were to carry out terrorist acts in Moscow, and Adam Dekkushev, Yusuf Krymshamkhalov, and T.A. Batchaev – in Volgodonsk.
Acquisition of Materials (July - Early August 1999)

More than 2.5 meters (over 11.5 kg) of detonating cable charge DKRP-4 for mine-clearing installations UZP-72 (UZP-77).

Over 6 electric delayed-action fuses with electronic timers (illegally manufactured).

Acquisition of Explosive Substance
For the same purposes, Kh.M. Abaev and an unidentified person known to the investigation as "Saleh," in July-early August 1999 in the North Caucasus region, illegally acquired about 13 tons of improvised mixed explosive substance, manufactured under circumstances not clarified by the investigation and consisting of ammonium nitrate, TNT, and sugar.

In addition, at the same time, Adam Dekkushev and Yusuf Krymshamkhalov rented a premises for performing work on the manufacture and packaging of the explosive substance, a concrete mixer for mixing components during the manufacture of the explosive substance, and a machine for sewing bags with the explosive substance.
