Seized Items and Questions for Experts

• Items and objects seized during the inspection on 29.09.1999 of the "Kamaz" vehicle, license plate "A 831 AM 09 rus", in one polyethylene bag.
• Items and objects seized during the search on October 4, 1999, at the place of residence of Yu. Krymshamkhalov — a cloth bag and a black robe.

The following question was put to the experts:

Are there particles of explosive substances on the objects submitted for examination; if so, which ones, and what is their concentration? Are they not identical in their composition to the explosive substances used in the bombings of residential buildings in the city of Moscow in September 1999, as well as those seized in non-residential premises at the addresses: Moscow, Borisovskie Prudy St., house 16, bldg. 2 and Moscow, Krasnodarskaya St., house 70?

EXAMINATIONS

1. External inspection

The objects arrived for examination in one cardboard box (from a "ViewSonic" monitor), sealed with strips of paper with seal impressions "Federal Security Service of the Russian Federation * Directorate for the Stavropol Krai * Service at KMV * For inquiries". The integrity of the packaging and seal impressions is not compromised. Upon opening the box, the following objects were found inside.

• A transparent polymer bag, the neck of which is tied with black threads with a tag attached to them with the inscription: "Bag found in garage h. 8......", a seal impression "Prosecutor of the city of Kislovodsk, Stavropol Krai * For bags" and the signature of investigator E.Yu. Arefev. The integrity of the packaging is not compromised. The bag contains:

  1. A brown cloth bag 800 mm long and 550 mm wide. The bag has numerous damages in the form of tears.

• A transparent polymer bag, the neck of which is tied with black threads with a tag attached to them with the inscription: "Black robe found in garage h. 8......", a seal impression "Prosecutor of the city of Kislovodsk, Stavropol Krai * For bags" and the signature of investigator E.Yu. Arefev. The integrity of the packaging is not compromised. The bag contains:

  1. A raincoat made of black material with a hood and patch side pockets.

• A transparent polymer bag, the neck of which is tied with white threads with a tag attached to them with the inscription: "Exh. to exp. concl. No. 2648 dated 30.09.99" and a seal impression "Expert-Criminalistic Department of the UVD SK * No. 51". The integrity of the packaging is not compromised. The bag contains five polymer bags with objects of examination and notes with explanatory inscriptions.

In the bag with a note inscribed: "Bag No. 3... " and a seal impression "Prosecutor of the city of Kislovodsk, Stavropol Krai * For bags", the following was found:
