1. We request an audit and distribution of funds received as charitable aid for the victims of the terrorist attack of September 9, 1999, on Guryanova St. The funds were received by the Department of Finance, as well as the Financial Administration of the South-Eastern Administrative Okrug (SEAO) of Moscow, and were under the patronage of the okrug prefect and the okrug social protection department. Later, the "Antiterror" campaign was held, to which funds were also transferred.

The victims of the terrorist attack received funds only according to the decree of the Mayor of Moscow dated September 10, 1999, No. 999 RM, and not in full.

Extra-budgetary current accounts were opened in Russian rubles, US dollars, German marks, and euros; funds were also received...
