Dear Vladimir Vasilyevich!
In September 1999, the bombings of residential buildings in the cities of Moscow and Volgodonsk, as well as the prevented terrorist act in the city of Ryazan, according to the version of the then Minister of Internal Affairs V. Rushailo, or the conduct of FSB exercises, according to the version of FSB Director N. Patrushev, shocked the entire country. Despite numerous statements that the perpetrators have been identified, it is still unclear who is to blame for the deaths of hundreds of peaceful residents, on the basis of which legal documents the exercises in the city of Ryazan were conducted, if one is to believe N. Patrushev's version, etc.
We are informing you that 172 deputies of the State Duma (unfortunately, at least 226 votes are required to adopt a positive decision) voted for the creation of a parliamentary commission to study the circumstances of the bombings. Only 13 deputies voted against.
Taking into account the public significance of the tragic events of September 1999, a number of deputies and prominent public figures have decided to form a Public Commission to investigate the circumstances of the bombings of residential buildings in the cities of Moscow and Volgodonsk and the conduct of FSB exercises in the city of Ryazan.
The commission was created solely for the purpose of establishing the truth, as various versions of these events are widespread in society, including

and because representatives of the MVD and FSB gave confused and contradictory explanations of the events that occurred in the city of Ryazan.
In the film by French journalists "Assassination of Russia" sent to you, data from several journalistic investigations are presented in a concentrated form.
We ask you to carry out a verification of the versions put forward and would be grateful for informing us about the results of the investigations conducted.

On September 24, 1999, at an expanded meeting of the Ministry of Internal Affairs commission, you stated that a terrorist act had been prevented in the city of Ryazan. Later, the head of the FSB, N. Patrushev, refuted your statement.
We would be grateful for your answer to the following question: "on the basis of what data did you conclude that a terrorist act was prevented in the city of Ryazan?"
