MAIN DIRECTORATE OF INTERNAL AFFAIRS OF THE CITY OF MOSCOW (GUVD of Moscow)

03.09.02 No. 3/4967
to No. 2378-KS of 16.08.2002

To the Deputy of the State Duma of the Federal Assembly of the Russian Federation S.A. Kovalev

Dear Sergei Adamovich!

In response to your inquiry, I inform you that on 13.09.1999, at the addresses you specified (16 Borisovskie Prudy St., bldg. 2 and 70 Krasnodarskaya St.), explosives were indeed discovered in significant quantities. One of the sources of information was the driver of a "Gazelle" vehicle who delivered the explosives, which he had picked up from a "Mercedes" trailer parked at a parking lot near the 51st kilometer of the MKAD. During the investigation, the specified trailer was located and inspected. Information regarding the driver and the transport company that accepted the order for transport is contained in criminal case No. 103, initiated on the grounds of a crime under Article 205 of the Criminal Code of the Russian Federation, concerning the bombings of residential buildings on Guryanova St. and Kashirskoye Highway on September 9 and 13, 1999. This criminal case is being handled by the Investigative Directorate of the FSB of the Russian Federation, where you should apply for information.

Regarding items 2 and 3 of your inquiry, I inform you that Krasnodarskaya St. is located in the Kapotnya district; therefore, the seizure of explosives in the specified district refers to the seizure on Krasnodarskaya Street. Also, in the Pechatniki district, located adjacent to Kapotnya, there are several streets named "Proyektiruemyi Proyezd" [Projected Passage]; therefore, when the "Echo of Moscow" radio station broadcasted the report, it referred to the discovery and seizure of a large batch of explosives on Krasnodarskaya Street. There were no instances of explosives being discovered in boxes in any of the "Proyektiruemyi Proyezds" in September 1999.
