This April 24, 2002, statement by Achemez Shagabanovich Gochiyayev denies FSB allegations that he organized the 1999 Moscow apartment bombings or had connections to Basaev and Khattab. Gochiyayev claims he was framed by a long-term school acquaintance who used his firm, 'Kapstroy 2000,' to rent warehouses at Guryanova, Kashirskoye Highway, Borisovskie Prudy, and Kapotnya under the guise of a food delivery business. After the September 13 explosion, Gochiyayev asserts he realized he was being used and contacted police and 911 to report the remaining warehouse locations at Borisovskie Prudy and Kapotnya, thereby preventing further blasts. The document alleges the person who arranged the rentals was an FSB agent and claims the Russian authorities issued a 'kill on sight' order against Gochiyayev to cover up the plot. He further describes the state's harassment and imprisonment of his brother-in-law, Taukan Frantsuzov, and physical abuse of his sister to extract testimony.
