Gochiyayev and Public Commission Inquiry
Questions regarding the testimony of Achemez Gochiyayev, provided to the Public Commission on the apartment bombings.
1. Passport Usage and Warehouse Leases
- It is unknown why Achemez Gochiyayev, according to FSB data, used a passport issued in the name of citizen Laipanov, who had died by September 1999, when registering the lease of warehouse premises in Moscow.
- Possibly, Laipanov's passport was used so that Gochiyayev would not have to register for tax purposes.
- However, in his testimony, Gochiyayev says: "Then he told me that he needed premises in the southeast of Moscow, where he supposedly had sales points. I helped him realize [arrange] these premises on Guryanova, on Kashirka, Borisovskie Prudy, and Kapotnya."
- Accordingly, he rented the premises not for himself, but for his business partner, whom he now considers an FSB agent. This means Gochiyayev did not need to evade taxes.
- Then why did he use someone else's passport? Perhaps this is exactly what his business partner asked of him.
- But if he was preparing these explosions, why did he give Gochiyayev a chance to escape after the first explosion using his real documents?
- If the business partner was an accomplice, then the question about the passport falls away.
- In 1999, the FSB claimed that the warehouses on Kashirskoye Highway and Guryanova Street were rented in Laipanov's name.
- On the other hand, it is unlikely that the warehouses could have been rented by a private individual. Most likely, the warehouses were rented by a firm, on whose behalf Gochiyayev concluded contracts using Laipanov's documents.
- From whom were the warehouses rented—from the municipal authorities, or was a sub-lease agreement concluded with a commercial firm?
2. Information on "Kapstroy-2000"
- It is necessary to obtain all information about the firm "Kapstroy-2000," which belonged to Gochiyayev.
- It is necessary to find out the data of those people who were the founders of the firm and had the right to sign.
- In whose name was the firm registered—Gochiyayev's or Laipanov's?
- The firm, if Gochiyayev's testimony is to be believed, was opened in 1997; Laipanov was still alive then—could Gochiyayev have used his passport then?
- This question is one of the important ones, as it will allow us to understand when Gochiyayev received the passport in Laipanov's name.
- The founders and responsible employees of the firm "Kapstroy-2000" are important witnesses in the case investigating the bombings.
Suspicions and Investigations
- Perhaps among the founders of the firm were those people who, together with Gochiyaev, are suspected by the FSB of organizing the bombings.
- The firm's charter is also important, because "Kapstroy-2000", if Gochiyaev's testimony is to be believed, is a construction company, yet he later claims that he sold mineral water to his business partner. Does the firm's charter allow for trading in food products? Or was there another firm registered in Laipanov's name that was involved in trade and rented the warehouses?
Questions Regarding Gochiyaev's Detention and Activities
- For what and when was Gochiyaev detained by police officers in Karachay-Cherkessia, was he registered in Moscow at that time, and did he have any business in his homeland?
According to intelligence services, Gochiyaev was detained in Karachay-Cherkessia; there is even operational video footage taken after the detention. He was charged with committing a criminal offense, but thanks to relatives (Gochiyaev spoke of a brother who was an employee of the Ministry of Internal Affairs) working in the police, he escaped punishment.
* Could that criminal offense have indicated his involvement in illegal armed groups or in the preparation of the bombings?

Was an analysis conducted of the operational footage of Gochiyaev's detention in Karachay-Cherkessia, and was it reviewed by the experts who performed his identification based on photographs and the video footage received from Gochiyaev?

Is Gochiyaev acquainted with other suspects in the organization of terrorist acts — Dekkushev, Saitakov, Bachaev, and Krymshamkhalov?
According to FSB data, Dekkushev admits that he is acquainted with Gochiyaev. Did they have any contacts with each other at all?
It is also interesting that, if Yuri Felshtinsky's statements are to be believed, not only Gochiyaev reached out to him, but also Bachaev and Krymshamkhalov. Are these people communicating with each other now? Were they previously acquainted?
Why did the Commission not receive any written data regarding the testimonies of Bachaev and Krymshamkhalov?
In his speech, Yuri Felshtinsky referred to the testimonies of Bachaev and Krymshamkhalov, who accused Nikolai Patrushev and German Ugryumov of organizing the explosions. However, it is not described:
- How they contacted him
- Whether their identities were verified
- Whether there is a connection between them and Gochiyayev
Is there a recording of the testimonies of Bachaev and Krymshamkhalov?
- Did they make contact directly or through intermediaries?
- Why did they and Gochiyayev contact Felshtinsky and Litvinenko specifically?
