of Internal Affairs of Moscow

Dear Vladimir Vasilyevich!
In accordance with Article 17 of the Federal Law "On the Status of a Member of the Federation Council and the Status of a Deputy of the State Duma of the Federal Assembly of the Russian Federation," I request that you send me the following information regarding the circumstances of the discovery of explosives in various buildings in Moscow in September 1999.
- According to mass media reports ("Mir za nedelyu", No. 3, September 11-18, 1999), the internal affairs bodies received a report from a "Gazelle" driver "who stated that a few hours before the explosion he was hired by a person very similar to the composite sketch of a terrorist" to transport "bags of sugar." At the addresses indicated by the driver (on Borisovskie Prudy St. and on Krasnodarskaya St.), explosives were found in significant quantities. Subsequently, the driver's information was confirmed by his colleagues, who were questioned by the task force. According to them, some of them picked up "sugar" from a "Mercedes" trailer parked at a parking lot in the area of the 51st kilometer of the MKAD.
I request that you report:
- Whether the city's internal affairs bodies received the specified report from the driver?
- Whether a check was conducted on the information about the trailer located in the area of the 51st km of the MKAD?
- Which transport company accepted the orders for road transport (media reports state that the drivers received orders through a single dispatcher)?
Inquiry Regarding Explosives Discovery in Kapotnya
- According to a report by the "Ekho Moskvy" radio station, citing the head of MUR (Moscow Criminal Investigation Department) Kirill Mizulin, in September 1999, about 3.5 tons of explosives were discovered in garages in Kapotnya.
- I request to be informed on the basis of what information the explosives were discovered in Kapotnya.
- Radio "Ekho Moskvy" reported during those same days that a batch of explosives was also discovered "in Proyektiruemyy Proyezd (Projected Driveway), in an industrial zone, in one of the boxes."
- In the event that this report corresponds to reality, I request clarification of the address of Proyektiruemyy Proyezd, as well as the source from which the internal affairs bodies received this information.
