Уважаемый Сергей Адамович!

Ваше обращение по поводу расследования уголовного дела, возбужденного по фактам взрывов жилых домов в сентябре 1999 года в г. г. Москве и Волгодонске (Ростовская область) в Генеральной прокуратуре Российской Федерации рассмотрено.
К уголовной ответственности по данному делу привлечены Деккушев А.О. и Крымшамхалов Ю.И., которые обвиняются в терроризме, незаконных операциях со взрывчатыми веществами, убийстве при отягчающих обстоятельствах, других преступлениях. В настоящее время предварительное следствие по делу окончено, обвиняемые и их защитники знакомятся с материалами дела.
Проведенной проверкой нарушений прав потерпевшей Дубинской Л.Б. со стороны следователей не установлено.
Все жалобы и ходатайства Дубинской Л.Б. в ходе расследования и ознакомления с материалами данного уголовного дела были своевременно рассмотрены. О результатах потерпевшей направлены уведомления в г. Волгодонск по ее домашнему адресу.
Предварительное следствие по делу проведено полно и объективно. Оснований для проведения дополнительных следственных действий не имеется.

Your appeal regarding the investigation of the criminal case initiated on the facts of the bombings of residential buildings in September 1999 in the cities of Moscow and Volgodonsk (Rostov Region) has been reviewed by the General Prosecutor's Office of the Russian Federation.

• A.O. Dekkushev and Yu.I. Krymshamkhalov have been brought to criminal responsibility in this case; they are accused of terrorism, illegal operations with explosive substances, murder under aggravating circumstances, and other crimes.
• At present, the preliminary investigation of the case has been completed; the defendants and their defense counsel are familiarizing themselves with the case materials.
• A conducted check did not establish any violations of the rights of the victim L.B. Dubinskaya by the investigators.
• All complaints and petitions from L.B. Dubinskaya during the investigation and the familiarization with the materials of this criminal case were considered in a timely manner. Notifications regarding the results were sent to the victim in the city of Volgodonsk at her home address.
• The preliminary investigation of the case was conducted fully and objectively. There are no grounds for conducting additional investigative actions.
