In this letter dated December 13, 2002, Alexander Litvinenko writes from London to S. A. Kovalyov, chairman of the independent commission investigating the 1999 apartment bombings. Litvinenko addresses the recent arrests of Yusuf Krymshamkhalov and Adam Dekkushev, arguing that while they admitted to transporting hexogen (RDX) and Achemez Gochiyaev admitted to renting basements, they claim they were 'used blindly' and believed they were targeting military sites.
