We are sending you an excerpt from the transcript of the meeting of the Council of the State Duma of the Federal Assembly of the Russian Federation dated September 13, 1999. As is evident from this transcript (p. 16), the Chairman of the State Duma G.N. Seleznyov announced at this Council meeting a report he had received from Rostov-on-Don about the bombing of a residential building in the city of Volgodonsk. Meanwhile, the residential building in Volgodonsk was only bombed on September 16, 1999.
We ask you to use the submitted material and provide an assessment of it, taking into account other collected evidence during the investigation of criminal cases regarding the bombings of residential buildings in Moscow and Volgodonsk in August-September 1999.

Dear Sergey!

Following up on our telephone conversation, I am sending you the text of the Prosecutor General's Office's response to the co-chairs of "Liberal Russia," V. Pokhmelkin and S. Yushenkov, regarding the statement made by State Duma Chairman Gennady Seleznyov at a meeting of the State Duma Council on September 13, 1999, about an explosion in Volgodonsk. We found this text on the Internet and ask you to confirm its authenticity:

The letter from Deputy Prosecutor General S. Fridinsky to the co-chairs of "Liberal Russia," V. Pokhmelkin and S. Yushenkov, stated: "Your appeal regarding the information provided by the Chairman of the State Duma of the Federal Assembly of the Russian Federation, G.N. Seleznyov, at a meeting of the State Duma Council about an explosion in the city of Volgodonsk has been reviewed by the Prosecutor General's Office of the Russian Federation. As established, on September 12, 1999, in the city of Volgodonsk, Rostov Region, an improvised explosive device made from a hand grenade was detonated; as a result of the explosion, several people were injured, including one child. Regarding this fact, the Volgodonsk Prosecutor's Office initiated a criminal case on the grounds of a crime provided for by Articles 30 and 105 of the Criminal Code of the Russian Federation (attempted murder). On September 13, 1999, information about this crime was disseminated by certain news agencies, in particular RIA 'Novosti'. It was this fact that G.N. Seleznyov mentioned in his speech. The persons who organized and carried out the bombing of a residential building in the city of Volgodonsk, Rostov Region, on September 16, 1999, have been identified. Necessary measures aimed at their detention are currently being taken. As follows from the materials of the investigation into this crime, there is no connection between the statement made by the Chairman of the State Duma of the Federal Assembly of the Russian Federation, G.N. Seleznyov, during his speech on September 13, 1999, and the bombing of the residential building in the city of Volgodonsk."
