To the Deputy of the State Duma of the Parliament of the Russian Federation, S.A. Kovalyov
from: Isaev Akhmed Saidovich, residing at: Moscow, Nagatinskaya St., 24, apt. 33.

Statement

On August 8, 2000, shortly after the explosion at Pushkinskaya Square in Moscow, around 8:00 PM, people in masks and camouflage uniforms unexpectedly raided my workplace, a workshop located at 21 Bolotnikovskaya St. They ordered me and other employees present at the enterprise to lie on the floor face down. At the same time, they began to strike everyone indiscriminately with their hands and feet. Having put us face down on the floor, they began to interrogate us and search the premises. I do not know what they were looking for, but they asked where the explosives and plastic [explosive] were located. I did not see how the search was conducted. We explained that this is a fish processing workshop and such things have never been and are never here.
After some time, people in civilian clothes picked me up from the floor, sat me on a chair, put my hands behind my back, put handcuffs on me, and began to question me about the workshop employees. I pointed out to them all the workshop employees lying on the floor. One of the employees in civilian clothes asked me: "Where is Abdula?", to which I replied that he had gone to the ZhEK [housing maintenance office] at his place of registration to get his passport, as I had promised to give him a job as a general laborer.

The plainclothes officer was not satisfied with my answer. All of this took place in the room for packaging finished products.
Two officers, seeing cellophane bags on the table in front of me, took these bags, put them inside one another, and placed them over my head, sealing them with tape. They insisted that I give them the address of Abdula, whom I had promised to help find a job. All of this was accompanied by blows to the head and sides. When I began to suffocate, they would remove the bags for a few seconds, and then this was repeated multiple times. Unfortunately, I did not know Abdula's address and could not provide anything specific.
After all this, I was led out into the yard in handcuffs. In the yard and at the entrance to the workshop, about 10 people were lying down. I was led to each one and asked if I knew any of them. Among them was one acquaintance of mine who had happened to stop by my workplace.
After that, all the officers left, and my friend took me to the Sklifosovsky Institute around one o'clock in the morning. There, they examined me and noted in my chart the bruises received from beatings by law enforcement officers.
Currently, I am receiving phone calls of an unclear nature, as the callers do not identify themselves and inquire about my movements.
In connection with the above, I ask you, dear Sergei Adamovich, to petition the Director of the FSB of the RF and the Minister of Internal Affairs of the RF to take measures to exclude possible future illegal actions against me by employees of the named agencies.

Note: In the mass media, my activities in the city of Moscow have been interpreted absolutely incorrectly. I have lived in Moscow for 10 years, I am engaged in small business, I have not provided any assistance to Chechen militants, and I have no connection to drugs or explosive substances.
