And where does corruption begin? Where there's no rotation of power, where there's opacity of expenditures and incomes, and where there's, in essence, no social mobility. And in the 90s, we also had such an anecdote: 'Boy, what do you want to be?' 'Well, a bandit, of course!' Because bandits are respected people, they have power. And they have the opportunity for fair distribution, because people went to bandits like they went to Robin Hoods. And in Russia, robbers are loved. Only, the Russian person didn't understand that he was dealing not with robbers, but specifically with bandits, who live by a different bandit ethic. And so, when the state becomes part of this mechanism that negotiates with bandits and brings bandits to power, and power relies on bandits, it was terrible.
