Charges Against Adam Dekkushev

  • By his actions related to the murder, under the circumstances set forth above, of 243 people in the cities of Moscow and Volgodonsk on September 8, 13, and 16, 1999, Adam Dekkushev, as part of an organized group, repeatedly committed murder with extreme cruelty, in a way that was dangerous to the public, of two or more persons known by him to be in a helpless state. This is a crime provided for by paragraphs "a", "v", "d", "e", "zh", and "n" of part 2 of Article 105 of the Criminal Code of the Russian Federation.
  • By his actions related to the attempted murder, under the circumstances set forth above, of 1742 people in the cities of Moscow and Volgodonsk on September 8, 13, and 16, 1999, Adam Dekkushev, as part of an organized group, repeatedly committed attempted murder with extreme cruelty, in a way that was dangerous to the public, of two or more persons known by him to be in a helpless state. This is a crime provided for by part 3 of Article 30 and paragraphs "a", "v", "d", "e", "zh", and "n" of part 2 of Article 105 of the Criminal Code of the Russian Federation.
  • In addition, in February 2001, in order to avoid responsibility for the crimes committed and to hide from Russian law enforcement agencies in the Pankisi Gorge of the Republic of Georgia, Adam Dekkushev, by prior conspiracy with a member of the above-mentioned illegal armed formation (IAF) Islamic Institute "Caucasus", known to the investigation as "Saif Islam", and two persons unidentified by the investigation, without having the established documents and proper permission, illegally crossed by motor vehicle the protected State border of the Russian Federation with the Republic of Azerbaijan at its section in the area of the settlement of Samur, Republic of Dagestan.

Decision

Based on the foregoing and guided by Articles 171 and 172 of the Code of Criminal Procedure of the Russian Federation,

HAS DECIDED:

To charge Adam Osmanovich Dekkushev, born February 3, 1962, a native of the city of Karachayevsk, Karachay-Cherkess Autonomous Oblast, Stavropol Krai, as an accused in this criminal case, presenting him with the charge of committing...
