Investigator (inquirer) senior investigator for particularly important cases of the Department for the Investigation of Particularly Important Cases of the Prosecutor General's Office of the Russian Federation, Senior Counselor of Justice Zipunnikov I.I., having considered the materials of criminal case No. 18/230300-02,

HAS ESTABLISHED:

• On July 14, 2002, Adam Osmanovich Dekkushev was charged with terrorism and illegal acquisition, storage and transportation of explosives and explosive devices, i.e., in the commission of crimes provided for by Part 3 of Art. 205 and Part 3 of Art. 222 of the Criminal Code of the Russian Federation, in connection with the explosions of residential buildings in Moscow on September 8 and 13, 1999.
• Currently, sufficient evidence has been collected in the criminal case, providing grounds for changing and supplementing the charge previously brought against A.O. Dekkushev and bringing a new charge against him in the following wording:
  • In early 1997, A.O. Dekkushev, who lived permanently in the Karachay-Cherkess Republic, arrived on the territory of the Chechen Republic, where on his own initiative he joined the illegal armed formation (IAF) Islamic Institute 'Caucasus', created in violation of the Federal Law of the Russian Federation No. 61-FZ of 31.05.96 'On Defense' by citizens of foreign states Emir Al-Khattab, Abu Al-Walid, Abu Umar and Abu Jafar and headed by them, which had a military organization, and in the armament of its members - various types of firearms and other weapons and military equipment.
